Although the Road Traffic Act was revised last year as such electric kickboard accidents continued, the number of accidents caused by minors without a license has not decreased.

It is a problem from the kickboard rental process, so there are many companies that can borrow without a license certificate, and even if there is a license verification process, there are many places that are lax.

Reporter Ha Jeong-yeon reported.

SBS, together with the Office of the National Assembly, conducted a complete investigation on how the electric scooter license certification is being carried out in the field.

There are a total of 19 electric kickboard platform companies in Korea.

Eight of these companies did not have a license registration process at all.

The remaining 11 companies have a license registration procedure, of which 8 companies have procedures, but they are lax enough.

As in the case of teenage unlicensed accident where an elderly person in their 80s died in Sejong City, these companies can operate without a license with the 'certify next' function even if there is a license verification process, or use an electric kickboard even if you register any photo instead of a license. it can be

I would like to rent a kickboard myself.

You will be asked to take a picture of the front of your driver's license.

Then, it says that the driver's license photo has been registered and that the authentication has been completed.

Twelve out of 19 companies even signed an MOU with the government to obtain permission to use the automatic driver's license verification system.

However, it was confirmed that only one company was operating the license verification process according to this system.

As the license certification proceeds so poorly, even though the law was amended to strengthen the requirements for driving a kickboard, accidents involving minors without a license continue.

The number of accidents was 269 for eight months from December 31 of the same year to December 31 of the same year after the law was revised in May last year.

Although companies are responsible for accidents, there is virtually no way to sanction them.

This is because, under the current law, license authentication is not mandatory, and only users are obliged to prohibit driving without a license.

[Chang Cheol-min / National Assembly Land, Infrastructure and Transport Commissioner: The government does not stop at simply 'we provided a system to check licenses', but also needs to know whether it is being used and provide guidance and, if necessary, take measures to impose legal sanctions.]

As the use of personal means of transportation is expected to increase in the future, it is urgent to improve the system in line with the purpose of the law.
