Press spokesperson Meng Wei introduced the situation of promoting the development of the Yangtze River Economic Belt at the meeting.

Meng Wei mentioned that from January to February, the proportion of good water quality in the Yangtze River Economic Zone was 86.5%, an increase of 0.5% year-on-year, and the proportion of poor V-type water was 0.5%, a year-on-year decrease of 1.0%.

  Meng Wei introduced that since the beginning of this year, the Office of the Leading Group for Promoting the Development of the Yangtze River Economic Belt, together with relevant departments and provinces and cities along the Yangtze River, has steadily promoted the protection and restoration of the ecological environment system and green and high-quality development of the Yangtze River Economic Belt, and has achieved new progress and results.

Specifically:

  The top-level design speeds up and improves.

The "Fourteenth Five-Year Plan" and the "Fourteenth Five-Year Plan for the Comprehensive Transportation System of the Yangtze River Economic Zone" are being prepared.

At present, the "Implementation Plan" has been basically completed, and the opinions of relevant parties are being solicited.

The "Opinions on Establishing and Improving the Mechanism for Realizing the Value of Ecological Products" has been deliberated and approved at the 18th meeting of the Central Comprehensive Deepening Reform Committee. After issuance, the National Development and Reform Commission will effectively implement it with relevant parties.

  Eco-environmental protection is advancing steadily.

Mainly reflected in three aspects.

First, the water quality has steadily improved.

From January to February, the proportion of good water quality in the Yangtze River Economic Zone was 86.5%, an increase of 0.5% year-on-year, and the proportion of poor V-type water was 0.5%, a year-on-year decrease of 1.0%.

Second, the rectification and reform of prominent ecological and environmental problems has been accelerated.

As of the end of March, 318 issues have been rectified and rectified for the 484 issues disclosed in the ecological environment warning film of the Yangtze River Economic Zone.

Third, the "4+1" project of ecological environmental pollution control has been implemented in an orderly manner.

From January to February, the length of sewage collection pipeline network in cities at the prefecture level and above in the Yangtze River Economic Zone increased by 2,716 kilometers, and the daily domestic waste treatment capacity in cities and counties increased by 11,533 tons.

A total of 8729 chemical companies along the Yangtze River have been renovated and relocated.

  The Yangtze River’s “ten-year ban on fishing” was fully implemented.

As of the end of March, 129,700 people in the key waters of the Yangtze River Basin have been converted to employment, accounting for 99.7% of the number of people who need to be converted; social security has been implemented to 171,600 people, and all insurance is guaranteed; 3,374 fishing vessels have been cleaned up and banned. There were 41,000 illegal nets (tops), 1,848 illegal cases were investigated and handled, and 484 people were transferred to justice.

  Pilot demonstrations of green development continued to advance. The green development demonstrations and the pilot projects of eco-product value realization mechanisms in Shanghai Chongming, Wuhan in Hubei, Guangyang Island in Chongqing, Jiujiang in Jiangxi, Yueyang in Hunan, Lishui in Zhejiang, and Fuzhou in Jiangxi are progressing steadily, and a batch of replicable and extendable experience and practices have been initially obtained.
