According to the circular issued by the Center, the guidelines included guidelines, application mechanisms and mechanisms, guidelines related to the patient and the requirements of protecting the residents with him, with clarification of the risks and how to prevent them, justifications for adopting alternative systems for sanitary isolation, and the optimal use of available health services by directing them to the groups most in need.

The Dubai Center for Control and Control stressed that the majority of cases with Covid-19 are either without symptoms or with minor symptoms, and therefore the patient can recover from them with supportive measures and do not require hospitalization, and many patients of this category prefer to complete sanitation in their homes.

The center pointed to the positive impact on the mental health of patients by being at home, which enhances the recovery process, pointing out that when assessing the cost versus the benefit, it becomes clear that the costs resulting from allocating buildings for insulation are high, especially in the event of rehabilitation of buildings to become appropriate for patients, and provide resources Necessary to manage it, as opposed to the majority of cases are stable cases.

He mentioned that these costs can be used to treat critical cases and expand the capacity of health facilities to do so.

The center set the criteria for the application of home isolation for Covid 19 patients with stable condition who have no symptoms or whose symptoms are simple, namely: that the house be free of individuals most at risk of health, based on the preliminary evaluation carried out by the medical response team . 

The patient's home must be suitable for home insulation, and a phone assessment of the patient's home readiness for home insulation is made by the health response team.

And include criteria for ready-to-home insulation, availability of a separate room with a private bathroom, and stability of the health of the patient and its residents taking into account health risks, for 13 types and categories of residents, most notably those with chronic diseases who are over the age of 60 years, liver patients, cancer, weak immune and people of determination.

And patients who meet the above-mentioned serious conditions are excluded from home isolation, unless the condition is proven stable and appropriate for home isolation according to the medical evaluation.

The Center cautioned to the necessity of ensuring the availability of the necessary means of communication with the residents with the patient, especially the availability of an effective phone to communicate and ensure that the patient and the individuals living with him are highly qualified to adhere to the precautions that will be recommended as part of the home insulation, such as maintaining a high level of hygiene Personality is especially hand hygiene, good practices when coughing or sneezing, surrounding cleanliness, and the importance of restricting movement at home.

The center revealed the obligation of the patient to download the COVID19 DXB smart application, and to register in it, and during home isolation, the patient will be monitored remotely regularly through this smart application, and support, medical advice and emergency response can be obtained through the smart application.

The patient can also call the Dubai Health Authority hotline 800342 for advice at any stage, especially in emergency situations, or to request an appointment with the telemedicine clinic.

The center noted that the government will cover the costs of institutional isolation for exceptional cases, for example, humanitarian cases.

The center said: "For all members of society except medical personnel working in the health sector, the isolation period ends provided that they have completed 14 days, no symptoms or fever, and no heatsinks for the last three consecutive days, according to the medical staff's confirmation in the facility.

He added: "For medical personnel working in the health sector, the isolation period ends, provided that it has completed a period of 14 days, and that no symptoms or fever appear and without hypothermia for another three consecutive days, with two consecutive negative results obtained for Covid test 19, the period between them not less than 24 An hour, according to the medical personnel at the facility.

The Center announced that, from the list of violations and administrative penalties, a fine of 50,000 dirhams was imposed for violating the compulsory hospitalization decision to subject the injured in the event of direct refusal or follow-up to the treatment prescribed to them despite notifying them of the necessity of that, and specialists may seek the assistance of the public authority to implement this decision.
