Complete the key core technology shortcomings, eight ministries and commissions to implement the Internet of Things action plan

The Internet of Things is based on perception technology and network communication technology as the main means to realize the ubiquitous connection of people, machines, and things, and provide infrastructure for information perception, information transmission, information processing and other services.

The Internet of Things is an important part of the new infrastructure, and the "14th Five-Year Plan" includes it in the seven key industries of the digital economy.

But at the same time, there are still some problems that need to be solved in the development of my country's Internet of Things industry, such as shortcomings in key core technologies, insufficient industrial ecology, insufficient large-scale applications, and support systems that cannot meet the needs of industrial development.

Recently, the Ministry of Industry and Information Technology, the United Nations National Cyberspace Administration of China, the Ministry of Science and Technology and other eight ministries and commissions issued the "Three-year Action Plan for the Construction of New Internet of Things Infrastructure (2021-2023)" (hereinafter referred to as the "Action Plan"). The city has initially built a new type of infrastructure for the Internet of Things, and the foundation for social modernization, industrial digital transformation, and people's livelihood consumption upgrade is more stable. It includes four major action goals: breakthroughs in innovation capabilities, continuous improvement of industrial ecology, continuous expansion of application scale, and support system More sound.

The "Action Plan" also puts forward a series of specific quantitative targets by the end of 2023: to promote the growth of 10 IoT companies into leading companies with an output value of over 10 billion that can drive the development of SMEs; the number of IoT connections exceeds 2 billion; to improve things The networked standard system has completed the formulation and revision of more than 40 national standards or industry standards.

The "Action Plan" made deployment arrangements for improving the innovation capabilities of the Internet of Things industry from three aspects: breaking through key core technologies, promoting technological integration and innovation, and building a collaborative innovation mechanism. It proposed to break through key core technologies, implement "revealing the list", and encourage and support the backbone. Companies increase their efforts in key core technologies such as high-end sensors, IoT chips, new short-range communications, and high-precision positioning, and make up for shortcomings in industries such as high-end sensors and IoT chips; strive to break through a number of restricted items by the end of 2023 The key common technologies for the development of the Internet, such as high-end sensors, Internet of Things chips, Internet of Things operating systems, new short-distance communications, and other key technologies, have significantly improved their market competitiveness.

Industry applications are one of the main driving forces for the development of the Internet of Things.

Considering the urgency of the demand for the Internet of Things in various fields, the development basis and economic benefits and other important factors, the Action Plan, in accordance with the principle of “separate industry policy and orderly advancement”, proposes three major areas: social governance, industry application, and people’s livelihood consumption. In the field, focus on promoting the deployment of the Internet of Things in 12 industries: guided by the modern needs of social governance, actively expand application scenarios such as municipal, rural, transportation, energy, and public health, and improve the level of social governance and public services; take the needs of industrial transformation as a guide To promote the deep integration of the Internet of Things with agriculture, manufacturing, construction, eco-environmental protection, cultural tourism and other industries to promote the quality and efficiency of the industry; to promote the development and application of smart products in the fields of home and health with the consumption upgrade demand as the guide , Enrich the digital life experience.

The "Action Plan" also proposes to encourage local joint leading enterprises, scientific research institutes, and universities to establish a batch of IoT technology incubation and innovation centers, and coordinate the collaborative innovation of animal networking industry technology alliances, foundations, open source communities and other institutions to form a joint force.

In addition, standards are the basis for the development of the Internet of Things.

The "Action Plan" proposes to promote the standardization of the Internet of Things in terms of standard system construction and key standard formulation. Relying on the National Beacon Commission and related standardization technical organizations to further improve the Internet of Things standard system, it is planned to organize domestic industry, academia and research forces to speed up the revision and revision within 3 years.40 More than one national standard or industry standard; at the same time, deeply participate in international standardization work to enhance my country’s contribution to international standardization activities.
