In the next five years, China's salvage will basically establish a modern professional salvage system with comprehensive coverage, all-weather operation, river and sea, rapid response, and efficient disposal. The efficiency and disposal effect of emergency rescue and salvage will reach the world's advanced level.

  Wang Lei, director of the Salvage and Salvage Bureau of the Ministry of Transport, said that the core of the construction of a modern professional salvage system is to achieve high-quality salvage development, from strategic layout to equipment research and development, from technological innovation to salvage capacity improvement, and from management ability to team building. Create a professional rescue team that meets the needs of the national emergency system and the construction of a strong transportation country.

  Wang Lei said that its overall layout is to improve the distribution of salvage forces in China's jurisdictional waters and key inland waters, forming a professional salvage pattern with clear management level, smooth coordination and command, resource integration and sharing, reasonable planning and layout, and significant social benefits.

The main content is the construction of "eight sub-systems".

The first is to highlight the internal waters of the deep sea and improve the facility and equipment system.

Continuously improve the allocation of salvage resources in inland waters, and speed up the allocation of deep sea salvage equipment.

Focus on breakthroughs in the research and development of emergency response technologies such as rapid search and rescue of groups of people in distress under high sea conditions, and deep sea search, scanning and rescue.

Focusing on the research and development of deep diving equipment technology and the application of deep-sea search and scanning technology, strengthen the construction of deep-sea salvage technical teams.

  The Ministry of Transport disclosed that in the next five years, China's salvage will achieve effective sea coverage.

The amount of marine rescue assistance has formed multiple coverage in the waters within 100 nautical miles offshore, and the 200 nautical miles of key sea areas have been strengthened. Relying on the emergency rescue base, the rescue force is dynamically optimized and deployed.

  In addition, improve rapid response capabilities.

The emergency response time of key water areas within 100 nautical miles offshore is no more than 90 minutes, and it has the ability to quickly deal with inland deep water emergency rescue; rescue aircraft effectively implement all-day rescue; the efficiency of life rescue is not less than 96%.

  Strengthen efficient disposal capabilities.

The overall salvage tonnage of sunken ships within 100 meters of water depth at sea shall not be less than 100,000 tons, strengthen the ability of 6,000 meters of underwater mechanical sweeping and salvage operations, and the removal capacity of oil spills within 50 nautical miles offshore shall not be less than 1,000 tons.
