  The Ministry of Housing and Urban-Rural Development of China on the 10th publicly solicited opinions on the "Notice on Strengthening the Planning and Construction Management of Super High-Rise Buildings (Draft for Solicitation of Comments)".

  The draft for comments proposes to strictly control the height of the building.

All localities must strictly control the newly built super high-rise buildings.

Generally, new super high-rise residential buildings are not allowed.

  Specifically, cities with a permanent population of less than 3 million in urban areas strictly restrict the construction of super high-rise buildings over 150 meters, and no super high-rise buildings over 250 meters.

  Cities with a permanent population of more than 3 million in urban areas strictly restrict the construction of super high-rise buildings over 250 meters, and no super high-rise buildings over 500 meters.

  The draft for comments proposes that when relevant local authorities approve residential buildings above 80 meters and public buildings above 100 meters, they should be sent to local fire rescue agencies for comments to ensure that the local fire rescue capabilities match.

  This is not the first time China has expressed its stance on strict control of new super high-rise buildings.

The "Guidelines for the Compilation of Municipal-level Land and Space Master Plans (Trial)" previously issued by the Ministry of Natural Resources also proposed strict control over new super high-rise buildings.

  In recent years, with the rapid economic development, the "height" of Chinese urban buildings has also "grew" upwards. More and more super high-rise buildings have emerged, and the height of the city's skyline has also been increasing.

  But there are hidden risks.

The draft for comments pointed out that some cities compared to the construction of super high-rise buildings, blindly seeking height first, peculiar forms, out of actual demand, raising costs, increasing energy consumption, and increasing the difficulty of safety management.

Experts in the industry also pointed out that super high-rise buildings not only cause waste of resources and great safety risks, but also cause the city to be uniform and uniform.

  It is clearly stated in this consultation draft that a life-long system of decision-making responsibility for super high-rise buildings will be implemented.

New super high-rise buildings over 150 meters in cities with a permanent population of less than 3 million in urban areas, and super high-rise buildings over 250 meters in cities with a permanent population of more than 3 million in urban areas should be reported to the city’s party committee and government for approval as a major public construction project and be held accountable for life.
