The report shows that in the second quarter of this year, China's reform fever index has risen sharply, surpassing the level of the fourth quarter of 2019 before the epidemic.

  The report shows that in the second quarter of 2021, China's reform fever index was 70.7, an increase of 0.88 from the previous quarter, maintaining a steady recovery trend for five consecutive quarters; an increase of 3.82 from the same period last year, which has surpassed the level of 69.99 in the fourth quarter of 2019 before the epidemic.

  In this report, the evaluation of reform fever mainly covers six major areas, including party building, economy, politics, culture, society, and ecology, and the reform fever in each field is scored.

  The report shows that compared with the previous quarter, the reform enthusiasm in the economic, cultural, and social fields declined slightly, and the other three fields increased. Among them, the party building field increased the most, with an increase of 5.49, setting a quarterly increase in field enthusiasm since the first quarter of 2020. record.

  The “Reform Heat Index” research team of the China Economic System Reform Research Association believes that the reform enthusiasm in the field of party building has increased the most, mainly due to the celebration of the 100th anniversary of the founding of the party held across the country, creating a good atmosphere for reform.

In addition, as a broad and profound economic and social change, the influence of the concepts of carbon peaking, carbon neutrality, and green and low-carbon development has gradually expanded, triggering a continuous increase in the heat index of ecological reforms.

  From the perspective of the four major regions, the reform enthusiasm indexes of eastern, central, northeastern, and western China in the second quarter were 71.26, 70.91, 69.98, and 70.39, respectively.

From the ranking point of view, the regional heat index shows regional characteristics, with the eastern region first, the central region second, the western region third, and the northeast region last.

The index growth rate of the western and northeastern regions surpassed that of the central region.

  From the perspective of the three major urban agglomerations, the reform enthusiasm of the Yangtze River Delta urban agglomeration ranked first among the three major urban agglomerations in the second quarter.

In the second quarter, the Yangtze River Delta's urban agglomeration had the highest reform enthusiasm, with the Guangdong-Hong Kong-Macao Greater Bay Area (excluding Hong Kong and Macao) second, and the Beijing-Tianjin-Hebei region third, with 71.63, 71.16 and 71.01 respectively.

Compared with the previous quarter, the three major urban agglomerations all maintained growth, with the Yangtze River Delta urban agglomeration growing the most.

  In the second quarter, Hunan's reform enthusiasm entered the top ten for the first time. Judging from the ranking of 31 provinces (autonomous regions and municipalities), Shaanxi ranks first in the country, and Hunan ranks fourth in the top ten for the first time. Tianjin, Fujian, Jiangsu, Guangdong and Zhejiang in the eastern region, Hunan and Anhui in the central region, and Shaanxi, Guizhou and Chongqing in the western region are among the top ten in the country.
