The draft clearly states that China implements a policy that one couple can have three children and includes relevant supporting measures.

  Amending the law is the "last link" confirmed by China's major reproductive policy adjustments.

China's current population and family planning law was implemented in 2002, and corresponding amendments were made when the comprehensive two-child policy was implemented in 2015.

  The draft amendment to the Population and Family Planning Law has three main parts.

  One is to optimize the birth policy.

The draft stipulates that comprehensive measures should be taken to promote the realization of an appropriate fertility level, optimize the population structure, and promote long-term balanced population development; promote marriage and childbirth, prenatal and postnatal care of the right age, implement the policy that a couple can have three children; cancel social maintenance fees and delete related sanctions Regulations, delete regulations that are incompatible with the three-child birth policy.

  The second is to improve active childbirth support measures.

Specifically, it includes five aspects: adopting supporting measures to reduce the burden of family birth, nurturing, and education.

  Medical and health institutions are required to carry out peri-pregnancy and maternity health care services, and strengthen support and guidance for family infant and child care.

  Promote the establishment of a universal childcare service system, improve the accessibility and fairness of services for infant families, and standardize childcare services.

  Support qualified places to explore the establishment of parental leave.

  In the residential communities, we will build venues for activities for infants and young children and supporting service facilities, and provide facilities for mothers and infants in public places and workplaces in accordance with regulations.

  The draft clarifies that supporting measures related to taxation, housing, education, etc., shall be studied and stipulated in laws, regulations or policies in related fields.

  The third is to protect the legitimate rights and interests of family planning families.

For the family planning family before the implementation of the comprehensive two-child policy, on the basis of the incentives and assistance measures stipulated in the current law, the draft further improves the relevant regulations: giving necessary priority and care in the welfare of the elderly, elderly care services, etc.; accidental injuries to only children Those who are disabled or dying shall be provided with all-round assistance and protection.
