China's first five-year bioeconomy plan released (Rui Finance and Economics)

  Bioeconomy is a new economic form based on the development, progress and popularization of life science and biotechnology, and is an important part of the national economy.

On May 10, the National Development and Reform Commission issued the "14th Five-Year Plan for Bioeconomic Development" (hereinafter referred to as the "Plan"), which clearly defined the establishment of a national biotechnology strategic scientific and technological force, accelerated the breakthrough of the bottleneck of bioeconomic development, and achieved scientific and technological self-reliance.

Experts said that under the guidance of the "Planning", China's strategic scientific and technological strength in the biological field will continue to grow, which will strongly support the high-quality development of the biological economy.

  Taking the bioeconomy to a new level

  Xu Tao, an academician of the Chinese Academy of Sciences, said that in recent years, the scale of China's bio-economy has continued to expand, and the bio-industrial system has become increasingly complete, forming a complete industrial chain of R&D, manufacturing and application.

"my country has become the world's largest exporter of APIs, the second largest consumer market for pharmaceuticals and medical devices, and an important exporter of pharmaceutical R&D services," said Xu Tao.

  However, it should also be noted that the current domestic bio-economy development still has problems such as weak original innovation capability and the control of key core technologies by others.

"This "Plan" is my country's first five-year bioeconomy plan." Wang Xiang, deputy director of the National Development and Reform Commission's High Technology Department, introduced at a press conference held by the National Development and Reform Commission on May 10. The "Plan" clarifies the development of the bioeconomy. For specific tasks, the development goals for the "14th Five-Year Plan" period have been formulated, that is, by 2025, the bio-economy will become a strong driving force for high-quality development, which can be summed up as "5 new":

  The scale of the total biological economy has reached a new level, the proportion of economic added value in the GDP has steadily increased, and the number of enterprises with an annual operating income of more than 10 billion yuan has increased significantly.

  The comprehensive strength of biotechnology has been newly improved, the R&D investment intensity of the bio-industry has been significantly increased, and the number and influence of regional innovation highlands and industrial clusters have been significantly increased.

  The integrated development of bio-industry has achieved a new leap forward, and bio-technology and bio-industry will benefit people's health, food security, energy security, rural revitalization and green development more widely.

  Biosafety assurance capability has reached a new level, and a biosafety risk prevention and control and governance system that is state-led, has both prevention and control, is multi-dimensional, has a smooth mechanism, and has a solid foundation has been basically established.

  The policy environment in the biological field has opened up a new situation, the system mechanism and institutional environment have become more favorable, the biotechnology market transactions have become more active, and the system and mechanism reforms such as review and approval, market access, product pricing, market supervision, and property rights protection have continued to deepen.

  Cultivating pillar industries from four aspects

  Bio-economy covers a wide range of industries and covers many fields.

Wang Xiang introduced that, in order to highlight the key points, on the one hand, the "Planning" clearly regards meeting the new needs of the people for "medicine", "food", "beauty" and "safety" as the key areas for the future development of the bio-economy; on the other hand, the "Planning" clearly defines Accelerate biotechnology to widely empower health, agriculture, energy, environmental protection and other industries, promote the deep integration of biotechnology and information technology, and comprehensively improve the level of diversification of the bio-industry.

Specifically, we will deploy and cultivate the pillar industries of the bio-economy from four aspects:

Promote the in-depth integration of advanced technologies such as genetic testing and biological genetics with disease prevention, accelerate the iterative upgrade of vaccine R&D and production technologies, and facilitate early disease prevention; promote the integration and innovation of biotechnology and cutting-edge technologies such as precision machinery, new materials, and additive manufacturing to improve disease diagnosis capabilities; promote the integration of advanced technologies such as genome editing, microfluidic chips, and cell preparation automation with biopharmaceutical research and development to improve the level of clinical medical care.

  ——Accelerate biological breeding technology to empower the biological agriculture industry.

Orderly develop whole-genome selection, systems biology, artificial intelligence and other biological breeding technologies to improve the production capacity and quality of important agricultural products such as grain; develop green agriculture, promote the integration of cutting-edge biotechnology in the agricultural field, and improve China's agricultural production efficiency.

  ——Accelerate bio-manufacturing technology to empower bio-energy and bio-environmental protection industries.

Develop high-performance biological environmental protection materials and biological preparations, functional microorganisms, and enzyme preparations to help environmental protection and pollution control; carry out research and development and cultivation of new biomass energy technologies, and promote the transformation of fossil energy into green, low-carbon and renewable energy.

  ——Accelerate the empowerment of the bio-information industry by information technology.

Relying on artificial intelligence technology, biomedicine and health big data resources, develop intelligent decision-making knowledge models and algorithms to assist in the research and development of personalized new drugs; use 5G, blockchain, Internet of Things and other cutting-edge technologies to realize the full life of drugs and vaccines from production to use Cycle management.

  Improve the level of biosafety management

  Biosecurity is an important part of the overall national security. How does the Plan reflect the balance between bioeconomic development and biosecurity governance?

  Wang Xiang introduced that in the preparation of the "Plan", we have always implemented the overall national security concept, implemented the biosafety law, adhered to overall development and safety, and made "adhering to risk controllability" as one of the five principles for the development of the bioeconomy. "Biosecurity assurance capability reaches a new level".

The "Plan" specially sets 2 chapters to make specific arrangements for biosafety work.

  On the one hand, speed up the construction of a biosafety guarantee system.

Improve the construction of the basic security system, and improve the biosecurity governance mechanism of party committee leadership, government responsibility, social coordination, public participation, and legal protection.

Intensify the construction of biosafety infrastructure, plan to make good use of strategic resource platforms, strengthen full-dimensional protection of operations and safe disposal of waste, and improve biosafety scientific research and production support capabilities.

  On the other hand, actively promote the protection and utilization of biological resources.

Increase the protection of biological resources, improve the biological resources supervision system, carry out a comprehensive census of biological resources, and consolidate the technical foundation for biological resource protection.

Improve the development and utilization system of biological resources, establish a scientific evaluation system for biological resources, and strengthen the support of biological resource utilization platforms.

Standardize the safe sharing of biological resources, improve the construction of biological resource databases and biological resource information early warning mechanisms, and establish a national biological resource sharing system.
