China News Service, Beijing, August 13 (Reporter Liang Xiaohui) The draft amendment to the Population and Family Planning Law will soon be submitted to the Standing Committee of the 13th National People's Congress for deliberation.

Zang Tiewei, spokesperson of the Legal Work Committee of the Standing Committee of the National People's Congress of China, introduced the main content of the revised draft on the 13th, including the state's promotion of marriage and childbirth at the right age, prenatal and postnatal care, and the implementation of the policy that a couple can have three children.

  On the same day, the Legislative Affairs Committee of the Standing Committee of the National People's Congress held a press conference to inform the thirtieth meeting of the Standing Committee of the 13th National People's Congress about the proposed deliberation of the draft law.

The Standing Committee meeting will be held from August 17th to 20th.

  Zang Tiewei said that the draft amendment to the Population and Family Planning Law is based on optimizing the fertility policy and promoting long-term balanced population development, focusing on implementing the three-child policy, abolishing social support and other restrictive measures, and supporting the implementation of active childbirth support measures.

  In terms of optimizing the fertility policy, the main provisions of the revised draft include: First, the state adopts comprehensive measures to promote the realization of an appropriate fertility level, optimize the population structure, and promote long-term balanced population development.

The second is that the state promotes marriage and childbirth of the right age, prenatal and postnatal care, and implements a policy that a couple can have three children.

The third is to abolish social support payments and delete regulations that are not compatible with the three-child policy.

  The draft amendment also proposes various active childbearing support measures: the state adopts support measures to reduce the burden of family childbearing, parenting, and education.

Medical and health institutions are required to carry out peri-pregnancy, pregnancy and childbirth health care services, and strengthen support and guidance for infant care.

Promote the establishment of a universal childcare service system, improve the accessibility and fairness of services for infant families, and standardize childcare services.

Support qualified places to explore the establishment of parental leave.

In the residential communities, we will build venues for activities for infants and young children and supporting service facilities, and provide facilities for mothers and infants in public places and workplaces in accordance with regulations.

  In May of this year, the "Decision on Optimizing the Fertility Policy to Promote the Long-term Balanced Development of the Population" approved by the Politburo meeting of the CPC Central Committee proposed that a couple can have three children policy and supporting measures.

In order to implement the decision and deployment of the Party Central Committee, the National Health Commission and the National Development and Reform Commission drafted a draft amendment to the Population and Family Planning Law, which was submitted by the State Council to the Standing Committee of the National People's Congress for deliberation.

  It is known that the Population and Family Planning Law was deliberated and passed at the 25th meeting of the Standing Committee of the Ninth National People's Congress in December 2001, and came into force on September 1, 2002.

When the comprehensive two-child policy was implemented in 2015, the Standing Committee of the National People's Congress made the first amendment to the law.
