my country has entered the fast lane of comprehensively promoting rural revitalization and accelerating agricultural and rural modernization

Resolutely hold the bottom line to prevent large-scale return to poverty

  □ Our reporter Wang Yang and Chen Lei

On the afternoon of February 25th, the National Rural Revitalization Bureau, located at No. 1 Taiyanggong North Street, Chaoyang District, Beijing, was officially listed. The Office of the Leading Group for Poverty Alleviation and Development of the State Council (hereinafter referred to as the Office of the State Council for Poverty Alleviation), which completed its historical mission, withdrew from the historical stage.

More than a month after the National Rural Revitalization Bureau was listed, the Guangdong Provincial Rural Revitalization Bureau made a public appearance.

Subsequently, various provinces, autonomous regions, municipalities directly under the Central Government and Xinjiang Production and Construction Corps established provincial-level rural revitalization bureaus one after another in accordance with the practice of the central government.

An expert told a reporter from the Rule of Law Daily that the transition from the State Council’s Poverty Alleviation Office to the National Bureau of Rural Revitalization marks a historic shift in the focus of my country’s “three rural” work-after the victory in poverty alleviation, my country has entered the comprehensive promotion of rural revitalization and accelerated agriculture. The fast lane of rural modernization.

The newly established Rural Revitalization Bureau will put the consolidation and expansion of the results of poverty alleviation in the first priority position, normalize poverty prevention monitoring and assistance, and firmly maintain the bottom line of preventing large-scale poverty return.

  Continue to promote poverty alleviation

  Successfully eradicate absolute poverty

Eliminating poverty, improving people's livelihood, and achieving common prosperity are the essential requirements of socialism and an important mission of our party.

The party and the government have always attached great importance to poverty alleviation work, and integrated poverty alleviation and development into the overall economic and social development.

After the reform and opening up, the state implemented organized, planned and large-scale poverty alleviation actions, formulated mid- and long-term poverty reduction plans in stages, continued to promote poverty alleviation, and continued to improve the appearance of poverty-stricken areas and the living standards of the poor.

On May 16, 1986, in order to strengthen the guidance for economic development in impoverished areas and change the face of poverty, the State Council decided to establish a leading group for economic development in impoverished areas. The office was set up in the former Ministry of Agriculture, Animal Husbandry and Fisheries to handle daily work.

On December 28, 1993, the State Council’s Leading Group for Economic Development in Poor Areas was renamed the State Council’s Leading Group for Poverty Alleviation and Development, serving as the State Council’s deliberative and coordinating body.

The Poverty Alleviation Office under the State Council is responsible for the daily work of the leading group. It is mainly responsible for drafting laws and regulations, guidelines, policies and plans for poverty alleviation and development, reviewing the central poverty alleviation fund allocation plan, coordinating and solving important problems in the poverty alleviation and development work, and making a major strategy for poverty alleviation and development. Top-level design of policy measures.

Subsequently, the state paid more and more attention to poverty alleviation work.

After the establishment of the Leading Group for Poverty Alleviation and Development of the State Council, the State Council has adjusted the members of the group several times. The members have increased from more than 10 units to more than 50 units.

Since the 18th National Congress of the Communist Party of China, the Party Central Committee with Comrade Xi Jinping at the core has worked with the entire party and the whole society to win the battle against poverty.

On February 25 this year, General Secretary Xi Jinping solemnly declared at the National Poverty Alleviation Summary and Commendation Conference that my country has achieved a comprehensive victory in the fight against poverty. According to the current standards, 98.99 million rural poor people have all been lifted out of poverty, and 832 poor counties have all taken their hats, with 128,000. All poverty-stricken villages were listed, the overall regional poverty was resolved, and the arduous task of eradicating absolute poverty was completed.

  Comprehensively promote rural revitalization

  Specialized agencies came into being

On April 6, the State Council Information Office published the white paper "China's Poverty Reduction by Humankind" and held a press conference.

Wang Zhengpu, director of the National Bureau of Rural Revitalization, said that after the poverty alleviation task is completed, the focus of the work on “agriculture, rural areas and farmers” has shifted to comprehensively promoting rural revitalization, and the corresponding institutions will also need to be adjusted.

The central government has decided that the functions of the former State Council’s Leading Group for Poverty Alleviation and Development will be undertaken by the Central Rural Work Leading Group. The State Council’s Poverty Alleviation Office will be reorganized into the National Rural Revitalization Bureau under the management of the Ministry of Agriculture and Rural Affairs. It is mainly responsible for consolidating and expanding the results of poverty alleviation and coordinating the implementation of rural revitalization. The strategy is related to specific work.

"After China's battle against poverty is fully won, the first problem we face is to prevent the return to poverty."

The person in charge of the Zhejiang Provincial Rural Revitalization Bureau said that the establishment of a rural revitalization agency is a major decision and deployment made by the Central Committee and the Zhejiang Provincial Party Committee to comprehensively promote rural revitalization, and is another major opportunity for the development of Zhejiang's "three rural" undertakings.

The Zhejiang Rural Revitalization Agency will actively promote the consolidation and expansion of poverty alleviation results and the effective connection of rural revitalization, strive to create a leading province in agricultural and rural modernization, contribute to the high-quality development and construction of Zhejiang’s common prosperity demonstration zone, and contribute to the "three rural" powers, and to practice the "eighth" "Eight strategies" and strive to create "important windows" to add "agriculture, rural areas and farmers" scenery.

Ke Jun, deputy governor of Hubei Province, attended and unveiled the listing ceremony of the Hubei Provincial Rural Revitalization Bureau.

Ke Jun said that the Hubei Provincial Rural Revitalization Bureau is an agency directly under the provincial government, with specifications at the departmental level. It is mainly responsible for consolidating and expanding the results of poverty alleviation and coordinating specific work related to the implementation of the rural revitalization strategy.

Li Guoxiang, a researcher at the Institute of Rural Development of the Chinese Academy of Social Sciences, believes that compared to poverty alleviation, rural revitalization has higher requirements, including industries and culture, as well as ecology and organization.

Among them, the implementation of rural construction actions should speed up the filling of shortcomings in rural infrastructure and narrow the gap between urban and rural infrastructure construction; further improve rural infrastructure such as water, electricity, roads, gas, communications, radio and television, and logistics, and further improve rural residents. For the living environment, promote rural toilet renovation, domestic waste treatment and sewage treatment in accordance with local conditions, and implement comprehensive improvement of river and lake water systems.

In this context, the establishment of the National Rural Revitalization Bureau coincided with the timing.

Hold on to the achievements of poverty alleviation

Build a beautiful and livable village

The countryside is a regional complex with natural, social, and economic characteristics. It has multiple functions such as production, life, ecology, and culture. It promotes mutual advancement and coexistence with cities and towns, and together constitutes the main space for human activities.

The "Strategic Plan for Rural Revitalization (2018-2022)" issued by the Central Committee of the Communist Party of China and the State Council pointed out that the country will prosper if the country prospers, and the country will decline if the country declines.

The contradiction between the people's growing need for a better life and unbalanced and inadequate development is most prominent in the countryside. The characteristics of my country's still and long-term in the primary stage of socialism are largely reflected in the countryside.

To build a moderately prosperous society in an all-round way and build a modern and powerful socialist country in an all-round way, the most arduous and arduous tasks are in the rural areas. The most extensive and deepest foundation lies in the rural areas, and the greatest potential and stamina lies in the rural areas.

In 2021, the No. 1 Central Document "Opinions of the Central Committee of the Communist Party of China and the State Council on Comprehensively Promoting Rural Revitalization and Accelerating Agricultural and Rural Modernization" requires that after the completion of the poverty alleviation goals and tasks, a five-year transition period will be established for counties that are free from poverty. Support the horse and send it off, maintain the overall stability of the current main assistance policies during the transition period, improve the dynamic monitoring and assistance mechanism for preventing return to poverty, continue to focus on strengthening industry and employment assistance, and identify a number of national rural revitalization priorities in poverty-stricken counties Help the county.

Following the establishment of the Rural Revitalization Bureau of Wenzhou City, Zhejiang Province on June 9, all the 12 counties (cities, districts) under its jurisdiction were established and appeared simultaneously.

The person in charge of the Wenzhou Rural Revitalization Bureau stated that the rural revitalization bureaus will enter a new stage of the rural revitalization strategy based on the actual conditions of each region and local conditions. They will adhere to the goal of common prosperity, take rural revitalization as the path, and use the future villages as the carrier. Actively promote the consolidation and expansion of the results of poverty alleviation and the effective connection of rural revitalization, accelerate the promotion of high-quality and high-efficiency agriculture, rural livability and industry, and farmers' wealth and prosperity, strive to create a demonstration site for rural revitalization, and realize the revitalization of Ouyue villages.

Jiang Wenlai, a researcher at the Institute of Agricultural Resources and Regional Planning of the Chinese Academy of Agricultural Sciences, said that under the leadership of the party, we have overcome all obstacles and climbed hurdles, and finally ushered in the great victory of all-round poverty alleviation and all-round well-off. However, poverty alleviation is not easy. Tackling tough results is even more difficult.

"Our country's rural areas are a shortcoming of modernization. Only by quickly making up for this shortcoming can we accelerate modernization and promote the great rejuvenation of the Chinese nation."

Jiang Xinghua, director of the Hubei Provincial Rural Revitalization Bureau, believes that today, the "three rural" issues have become increasingly complex.

The poverty alleviation in the past eight years has focused more on solving the problem of increasing the income of the poor, that is, the problem of money, and the goal is relatively single.

Rural revitalization is facing a more complex and diverse situation, the balance and guarantee of food security and farmers’ income, the collision and integration of "urban China" and "rural China", and how land, talent, capital and other elements can gather and achieve fission in the countryside ?

Although five aspects are marked for rural revitalization, each aspect will be different for each specific village.

Peking University professor Wu Bihu said that who is the owner of the village is the most important issue for rural revitalization.

Poverty alleviation is like "walking against the current, if you don't advance, you will retreat."

The first step in helping the poor is helping the will and stimulating the subjective initiative of people. This is the precious experience that we have gained in the past 8 years with great efforts.

People are always the core element of solving problems. Only when people always have better expectations for life, and constantly let this expectations shine into reality, and stimulate creativity with the sense of gain, will the wheels of social development continue to move forward.
