April 10, 2021A "lockdown" on the state taxes, and heavier reimbursements to companies than those distributed so far, pledging another 80 billion euros by the end of July.

This is the estimate of the Mestre CGIA of what the necessary interventions are worth for the exit from the crisis of economic activities due to Covid-19, in the perspective of a return to normality thanks to vaccines and the summer. 



According to the CGIA it would be necessary to allow a freeze on taxation taxes, which would result in savings of around 28 billion euros this year for VAT numbers and small businesses.

An amount of considerable size which, according to the artisans, "could be reduced by allowing the zeroing of the tax burden only to activities with revenues below a certain threshold or on the basis of the loss of turnover".   



The loss of revenue was estimated by assuming to allow all economic activities with a turnover in 2019 of less than one million not to pay personal income tax, IRES and IMU on the warehouses for 2021.

This is about 4.9 million companies (about 89% of the national total), which should in any case pay local taxes, in order not to cause liquidity problems to Municipalities and Regions.   



The CGIA Studies Office also hopes that the executive "will put on the table at least another 50 billion euros by July that will make it possible to reimburse the losses suffered by the companies to a greater extent, and also allow them to compensate a large part of the fixed costs incurred. Modalities, the latter - specifies the note - that France and Germany have applied for a few months, having implemented the new provisions introduced by the EU on state aid to businesses.



The Conte and Draghi governments, the CGIA then recalls , have already made available to Italian companies 64.7 billion in direct aid, which in large part has yet to be disbursed. The CGIA estimates that so far Italian entrepreneurs have benefited from 27 billion, while the resources attributable to the 2021 Budget law and to the "Sostegni decree" will carry out their effects mainly during this year. The additional 80 billion proposed in this note would bring the amount of direct support

to companies with a figure that would touch 145 billion, an amount that would affect less than 8% of public expenditure incurred by Italy in the two-year period 2020-2021.
