Building a unified and open transportation market (authoritative interview)

——Interview with Li Xiaopeng, Minister of Transport

Since the 18th National Congress of the Communist Party of China, the Party Central Committee with Comrade Xi Jinping at the core has made a strategic plan to accelerate the construction of a powerful transportation country, requiring the construction of a modern comprehensive transportation system and the formation of a unified and open transportation market.

How to build a unified and open transportation market and promote the standardized and healthy development of the transportation industry?

The reporter interviewed Li Xiaopeng, Minister of Transport.

Speed up the establishment of a high-standard transportation market system

Reporter: What is the current development status of China's transportation industry market?

During the "14th Five-Year Plan" period, what are the main ideas and measures for building a unified and open transportation market?

Li Xiaopeng: Since the 18th National Congress of the Communist Party of China, the transportation system has conscientiously implemented the spirit of General Secretary Jinping’s important instructions and the decisions and deployments of the Party Central Committee and the State Council, paid more attention to the improvement of the transportation market system and the construction of basic systems, and continued to promote the reform of “delegation, management, and service” , Comprehensive administrative law enforcement reform, focus on deepening the reform of the separation of railway government from enterprise, deepen the reform of the taxi industry, encourage and standardize the development of new business formats such as online car-hailing, and continue to improve the transportation market supervision system and business environment.

At present, a unified, open, and orderly competitive transportation market has taken shape.

However, compared with the requirements of the Party Central Committee and the expectations of the people, compared with the requirements of accelerating the construction of a new development pattern, the construction of the transportation market system still has the vitality of market entities to be strengthened, the phenomenon of market segmentation still exists, and the efficiency of market element resource allocation Still not high, monopoly and unfair competition occur from time to time and other pain points and difficulties.

During the "14th Five-Year Plan" period, we will focus on "unification" and "opening up" to study and formulate policy documents to deepen the reform of the transportation system and form a unified and open transportation market, focusing on the following six aspects.

The first is to improve the institutional system, improve the basic market system, create a good business environment, and break down regional and industry barriers.

The second is to strengthen the implementation of competition policies, strengthen anti-monopoly and anti-unfair competition regulations, and orderly promote market-oriented reforms in competitive links.

The third is to facilitate the flow of factors, optimize the allocation of market factors and resources, improve land and capital guarantee capabilities, and promote the open sharing of data resources.

The fourth is to enhance the effectiveness of supervision, improve the market supervision mechanism, and promote comprehensive and coordinated market supervision.

The fifth is to promote integrated development, promote the development of inter-industry linkages, and establish and improve strategic policies for the development of the transportation industry chain.

Sixth, expand opening to the outside world, promote the linkage of domestic and international markets, and improve the international logistics supply chain system.

In short, the current and future period, the transportation industry will focus on the goal of accelerating the construction of a strong transportation country, continue to open up the "main artery" and unblock the "microcirculation", accelerate the construction of a modern comprehensive transportation system, and accelerate the establishment of a high-standard transportation market system , To contribute to the construction of a new development pattern of transportation power.

Promote the healthy and sustainable development of new forms of transportation

Reporter: In recent years, new forms of transportation have developed rapidly, but some "growth troubles" have also appeared.

What work has the Ministry of Transport done to strengthen the regulation of anti-monopoly and unfair competition behavior in new business areas such as online car-hailing, and what other measures will it take?

Li Xiaopeng: The integration of traditional transportation industry and modern new technology has given birth to new transportation formats.

In recent years, the rapid development of new transportation enterprises represented by online ride-hailing, shared bicycles, and online freight transport have played an important role in improving people's lives, developing the national economy, and adding vitality to the transportation market.

However, during the rapid development of new forms of transportation, there have been some issues affecting the legitimate rights and interests of consumers and fair competition in the market, which have attracted widespread attention from the society.

In response to these problems, we played the role of the inter-ministerial joint conference system for the coordination of new transportation formats, conducted repeated studies with relevant departments, implemented a series of policy measures, standardized business operations, and achieved initial results.

At present, a total of 248 online car-hailing platform companies across the country have obtained online car-hailing platform operating licenses, with an average daily order volume of 21.6 million orders, covering 325 prefecture-level and above cities.

16.52 million shared bicycles were put into operation in more than 360 cities, with an average daily order volume of more than 45.7 million orders.

As of the first half of this year, there have been more than 1,200 online freight platform companies nationwide, and more than 28 million air waybills have been completed.

We hope to work with all parties in the society to create a fair competition, healthy and standardized market environment.

Enterprises with new forms of transportation must strengthen self-discipline and become enterprises that are innovative and compliant with laws and regulations.

In the next step, we will strengthen departmental coordination and focus on the following aspects.

The first is to strengthen anti-monopoly work.

Strengthen the monitoring and analysis of the industry's operating conditions, cooperate with relevant departments to prevent and stop monopolistic behavior, and strive to crack down on illegal behaviors that use market dominance to infringe the legitimate rights and interests of consumers and practitioners.

The second is to strengthen industry supervision.

Efforts will be made to improve laws and regulations, explore the comprehensive use of digital supervision, credit supervision, coordinated supervision, social supervision and other supervision methods, and strengthen the joint supervision of the entire chain of enterprises in new business formats such as online car-hailing.

The third is to continuously optimize the development environment.

Guide local management departments to further strengthen their service awareness, accelerate the compliance process of new business forms such as online car-hailing, and expand the supply of high-quality services in new forms of transportation.

Effectively safeguard the legitimate rights and interests of truck drivers

Reporter: At present, there are nearly 20 million truck drivers nationwide, most of whom are self-employed.

In terms of improving the working environment and safeguarding the legitimate rights and interests of truck drivers, what are the next steps?

Li Xiaopeng: For a long time, truck drivers have been on the front line of logistics transportation, making important contributions to promoting cost reduction and efficiency enhancement of the logistics industry, service improvement of people's livelihood, and economic and social development.

The Ministry of Transport has always attached great importance to the protection of the legitimate rights and interests of truck drivers, focusing on the following tasks:

  Optimize the business environment.

Implement differentiated toll road policies, instruct all localities to increase the promotion of road transport electronic licenses, and continue to promote the "trans-provincial administration" of high-frequency services for road transport drivers.

Improve the multi-departmental coordination and linkage mechanism, and optimize and adjust the ban and restriction policies for trucks.

  Improve parking and rest conditions.

Continue to promote the construction of the "driver's home" to provide convenience for truck drivers to park, eat, wash, shower, and go to the toilet.

Research to increase the number of truck parking spaces in highway service areas and create a social atmosphere that cares about truck drivers.

  Standardize new business operations.

Study and improve the management system of the Internet road freight platform, urge the platform companies to reasonably determine and adjust the information service fee, membership fee, pricing rules, bidding mechanism, ordering rules and other business strategies, and work with relevant departments to seriously investigate and punish the Internet road freight platform for harming truck drivers in accordance with the law. Behaviors such as rights and interests.

Open channels for complaints and reports.

Give full play to the role of the national "12328" transportation service supervision telephone, and clearly require that the complaints and reports of truck drivers accepted by "12328" shall be guided and supervised by the provincial transportation department, and insist on handling each matter, reporting and investigating, and receiving Do it now.

In the next step, we will speed up the issuance and implementation of the "Opinions on Strengthening the Protection of the Rights and Interests of Truck Drivers" with relevant departments, focusing on promoting strict, fair and civilized law enforcement, simplifying the procedures for handling permits, improving parking and rest conditions, and improving the social security system. Safeguard the legitimate rights and interests of truck drivers.

Since the beginning of this year, in order to effectively solve the prominent problems in the law enforcement field that the people have strongly complained about, and to protect the legitimate rights and interests of the majority of transportation employees, the Ministry of Transport has launched a special rectification action on outstanding problems in the law enforcement field.

In the next step, we will conscientiously sum up experience, form a long-term working mechanism, continue to improve and optimize law enforcement work, and further strengthen the construction of a comprehensive law enforcement team.

At the same time, we will further deepen the reform of comprehensive administrative law enforcement in transportation, and give full play to the important role of law enforcement in regulating market order, maintaining safe development, and promoting social stability.
