The survey of the blue book shows that over 20% of state-owned enterprises in the Guangdong-Hong Kong-Macao Bay Area have established social responsibility leadership organizations .

  The Blue Book mentions that, judging from the evaluation of state-owned enterprises from all walks of life, the public pays more attention to the contribution of state-owned enterprises to society and the value that state-owned enterprises create for society.

From a practical point of view, the social value of state-owned enterprises is classified into national value, industrial value, community value, and people’s livelihood value according to the order from macro to micro.

  Specifically, national value refers to the value created by serving the overall situation of the national strategy and creating value in the promotion of rural revitalization and the construction of the “Belt and Road” policy.

  Industrial value refers to the value created through the healthy development of the service industry. State-owned enterprises give full play to the leading role of industry leaders and supply chain owners to cultivate new impetus and explore new models for industrial development.

  Community value is the value created by serving the comprehensive governance of the society. State-owned enterprises have always played an important role in infrastructure connectivity and safety emergency protection.

  The value of people's livelihood, that is, the value created by serving the people's better life, providing the people with genuine, affordable, innovative and diversified products and services, is the important social value of state-owned enterprises.

  The Blue Book research team distributed social responsibility management questionnaires to 96 state-owned enterprises in the Guangdong-Hong Kong-Macao Greater Bay Area, and systematically analyzed the status of social responsibility management of state-owned enterprises in the Bay Area based on the results of the questionnaire. The six dimensions of assisting rural revitalization and creating comprehensive value were selected for analysis of ten classic cases, and finally formed a 240,000-word blue book for decision-makers and society to interpret and refer to.

  The Blue Book stated that responsible governance is the organizational basis for companies to carry out social responsibility work.

The establishment of a social responsibility leadership organization with high-level positions in the company is an organizational guarantee and a guarantee for the decision-making system for the company to fulfill its social responsibilities.

  The Blue Book survey shows that in 2020, 21.95% of the state-owned enterprises in the Bay Area have established a social responsibility leadership organization with a social responsibility work leadership group or a social responsibility management (work) committee as the main form.

The social responsibility leadership agency is directly responsible for the senior leaders of the company.

  The survey also pointed out that in 2020, 58.54% of state-owned enterprises in the Bay Area have designated the competent department of social responsibility.

Among them, the highest proportion is that 37.50% of the social responsibility work of state-owned enterprises in the Bay Area is managed by office departments.

  In addition, the establishment of a social responsibility work model that links up and down and promotes as a whole can effectively aggregate the strength of the entire company and better fulfill social responsibilities.

The survey shows that in 2020, 65.85% of the state-owned enterprises in the Bay Area will promote their subsidiaries to carry out social responsibility work through diversified methods.

Among them, conducting social responsibility training for subordinate companies and promoting the establishment of a social responsibility organization system for subordinate companies are the two main ways that state-owned enterprises in the Bay Area promote the social responsibility work of their subordinate companies.

  Li Cheng, director of the State-owned Assets Supervision and Administration Commission of Guangdong Province, believes that to create social value, state-owned enterprises must comprehensively analyze their industry characteristics, business types, geographical environment, development vision and other actual conditions, and grasp the key goals, key areas, and key tasks of enterprises to create social value. Adjust measures to place, time, and business conditions, so that social value and corporate development strategy are unified, compatible with the overall strength of the company, and coordinated with the business characteristics of the company.
