Regarding the "All Japan Private Kindergarten Federation", which has about 7,500 private kindergartens nationwide, a large amount of unclear money was revealed, and last year, the federation and others filed a criminal complaint against former chairman Kagawa Kei and others on suspicion of embezzlement. However, the Metropolitan Police Department is proceeding with the investigation.



The total amount of unclear money found in subsequent investigations by the federation, including related organizations, amounted to approximately 650 million yen in the five years up to the second year of Reiwa, and the "Governance Strengthening Special" established by the federation. The "committee" has been considering measures to prevent recurrence.



The recurrence prevention measures compiled by this special committee were clarified by interviews with related parties, and the authority was concentrated on the former chairman who served for 5 terms and 10 years, and he was in charge of auditing and the lack of mutual monitoring system. It is pointed out that the cause is that the role and authority of the auditor were unclear.



On top of that, we are proposing that the term of office of the chairman be up to 3 terms and 6 years, and that accounting audits be outsourced to an external certified accountant.



Recurrence prevention measures are expected to be proposed and approved at the federation's general meeting on the 26th.
