China News Service, Beijing, October 24th, title: After 50 years of restoring legal seats, why has China always been the defender of the international order?

"The UN Charter has laid the cornerstone of the modern international order and established the basic norms of contemporary international relations." "China will continue to be the defender of the international order. In the face of the new situation and new challenges, the world needs true multilateralism." Just released a few days ago. In the "China United Nations Cooperation Position Paper", China once again expressed its view of international order.

This year marks the 50th anniversary of the restoration of the People’s Republic of China’s legitimate seat in the United Nations.

Looking back at history at this point, it can be seen from the outside that China’s role as a "maintainer of international order" has never changed.

Why should China firmly maintain the international order?

Or it can be observed from the three time dimensions of the past, present, and future.

More than 70 years ago, the international community joined hands to create a post-war international system with the United Nations at its core.

As a founding member state, China was the first to sign the "United Nations Charter."

Looking back on the past, since the restoration of its lawful seats, China, as a permanent member of the Security Council, has always been committed to promoting international fairness and justice, safeguarding the legitimate rights and interests of developing countries and weak countries; A new way for state-to-state exchanges that is not confrontational, and strive to build a new type of international relations centered on win-win cooperation; firmly uphold the multilateral trading system with the World Trade Organization as the core. After the outbreak of the international financial crisis, more than 30% of the The contribution rate helped the global economic recovery.

"As a large developing country, China has always had the same original intention to maintain the international order." said Wang Fan, deputy dean of the China Foreign Affairs University.

On the other hand, the relatively stable international order has also benefited China.

Wang Fan pointed out to reporters that the United Nations played an important role in maintaining the post-war international order. Such an international order also laid the foundation for China to achieve its own development.

"From participating in the design of the international order to becoming a beneficiary of the international order, China should build and maintain the order itself."

What needs to be pointed out is that the international order develops dynamically rather than static.

At present, developing countries continue to grow, play a greater role in global affairs, and assume greater responsibilities, but they have not gained the matching influence.

Wang Fan believes that as a member of a developing country, China has played a constructive role, working with other countries to find ways to reform and improve the international order, and endow its role as a "maintainer of the international order" with new connotations of the times.

"China's promotion of the development of the international order in a more fair, just, and reasonable direction is to conform to the international situation and development trends." Wang Fan said.

At the moment, the international order is being tested.

At the time when a century of change and the epidemic situation of the century are superimposed and intertwined, the differences between multilateralism and unilateralism have been magnified, and pseudo-multilateralism is rampant, which has caused a serious impact on the international order.

"The United Nations is the largest multilateralist institution. If true multilateralism is not practiced, it will lack legitimacy and representativeness." Jia Lieying, director of the United Nations Research Center at Beijing Language and Culture University, pointed out that pseudo-multilateralism is an example of the current fight against international cooperation. As a result, the willingness of some countries to support the United Nations is reduced, which may drag down the global anti-epidemic efforts and cause damage to the existing national order.

In this regard, China not only supports the United Nations with practical actions, but also clarifies the roots of the ideals and puts forward the authenticity of multilateralism.

Since the beginning of this year, "true multilateralism" has become a high-frequency word in China's diplomacy.

Chinese President Xi Jinping clearly stated: International affairs should be handled by everyone, and the future and destiny of the world should be controlled by all countries. The rules set by one or several countries should not be imposed on others, nor should it be done solely by individual countries. Frontierism "brings rhythm" to the whole world.

From upholding the purpose of the UN Charter to clarifying the concept of multilateralism, Zhang Guihong, director of the Center for the Study of the United Nations and International Organizations at Fudan University, believes that “from concept to action, China’s participation in international affairs is becoming more and more constructive and more in line with actual needs, which is helpful. To better maintain the international order in the international community."

Of course, as China's national strength increases and it plays an increasingly important role in the international arena, there are also some concerns and doubts from the outside world as to whether China will become a "challenger of the international order" after its growth in the future.

The interviewed experts said that after learning from the past, China has already responded clearly with its original intention: China has been blocked from the door of the United Nations for 22 years, but it has never wavered its belief in multilateralism and has never given up on the UN Charter. Stick to the purpose.

Negotiations for China's "return of customs" and "accession to the WTO" lasted for 15 years. Despite the price paid, China has fulfilled all its commitments and insisted on integrating into the world economic system.

The development trajectory of the past 50 years shows that China has participated in the design and benefited from the international order and has absolutely no intention of "starting a new stove" and "overturning it all over again."

Standing at a new starting point, China in the new era has repeatedly demonstrated its firm support for the cause of the United Nations and true multilateralism through three “onlys” at multiple key points, namely: “there is only one system in the world, and the United Nations is the core. The international system. There is only one order, that is, the international order based on international law. There is only one set of rules, that is, the basic norms of international relations based on the purposes and principles of the UN Charter."

Looking into the future, it is reasonable to expect that China will play a more important role in maintaining international order and promote the latter to develop in a more just and reasonable direction.
