  At 16:28 on June 9th, Guo Chaoming, a monitoring officer in the Aniuwozi group, discovered that the distant hill was suddenly covered with thick black clouds, accompanied by constant lightning, and living in the area for many years, witnessing the experience of heavy rain that had occurred. Immediately realized that there will be a thunderstorm and heavy rain, and immediately issued the first voice warning message in WeChat "Aniuwozi Group Working Group": "There is a rainstorm tonight, please pay attention to safety."

  At 16:30, Lu Lala, a mountain patrol upstream of the ditch, reminded everyone that the mountain had started to rain. Upstream Jiaergou Group monitoring staff Peng Degao and militia Shen Feng immediately reported to the township party committee and government leaders, and notified and organized emergency evacuation of the surrounding people.

  At 16:54, a photo of the debris flow that had passed through the upstream channel was taken and shared with Wechat "Jiaergou Group Working Group", and the downstream was notified to avoid the debris flow. After receiving the report, the township party committee and government rushed to the site of the Aniuwozi centralized resettlement site on the left side of the trench and immediately started the emergency plan, promptly organized the masses to transfer and evacuate according to the route of the previous exercise, and the rescue team also arrived on the scene in time.

  At 17:10, when the debris flow passed through the channel of the most concentrated Aniuwozi resettlement site, all villagers had evacuated to a safe area in advance. From the first warning message sent upstream, 386 people from 78 households from 6 villager groups on both sides of the channel evacuated to a safe area to evacuate, and it was completed within 15 minutes.

  In 2020, forest fires occurred in many places in Liangshan, especially in areas such as Muli, Xichang, Xide, etc., which caused a large area of ​​fire, which brought higher secondary threats. According to the person in charge of the Sichuan Provincial Department of Natural Resources, this is because the fire burned the ash, and the surface soil cracked, which facilitated precipitation infiltration. As long as suitable rainfall conditions are encountered, it is easy to induce debris flow disasters. The short-duration point-like heavy rain that stimulated the debris flow occurred only near the source of Shantou Gully. The duration of heavy rainfall was only about 10 minutes. There was no rainfall in the middle and downstream of the channel, and there was no actual rainfall record in the nearby rainfall station.

  In response, the Sichuan Provincial Earthquake Headquarters and Liangshan Prefecture Geographic Disaster Headquarters sent special letters to forest fire-prone counties to remind them of the need to attach great importance to the comprehensive investigation and control of hidden dangers.

  After the "3·28" forest fire in Muli, the local area organized professional technical units to carry out comprehensive investigations of hidden hazards of secondary geological disasters after the fire. A total of 40 hidden hazards were identified, including 29 new ones. 12, including 9 new ones. Aiming at the characteristics of large area, long gully, many branch ditches, and scattered living of the people, the Jiaergou watershed in Xiangjiao Township adopts unified control, segmented waiting, and information sharing methods to closely integrate the construction of the group measurement and group defense system with the actual situation. Each villager group has a WeChat working group, and further strengthens disaster training and risk avoidance drills. Each villager group can realize information exchange and information sharing at any time, quickly transmit warning information in the shortest time, and minimize the time for evacuation and avoidance. In addition, comprehensive measures such as permanent avoidance, temporary risk avoidance, monitoring and early warning, and disposal of dredging and reinforcement emergency projects have also been adopted locally.

  In the next step, Muli County will establish geological disaster prevention and flood control on-site headquarters in Xiangjiao and Baijie, which are responsible for coordinating the relevant forces, handling relevant matters on the fly, and quickly solving the problems found.
