China's 11 departments have clarified the policy of coordinated and integrated use of financial agriculture-related funds in poverty alleviated counties

  China News Service, Beijing, April 12 (Reporter Zhao Jianhua) 11 departments including the Ministry of Finance of China announced on the 12th the "Notice on Continued Support for the Coordinated and Integrated Use of Financial and Agriculture-related Funds in Poverty Alleviation Counties" (hereinafter referred to as the "Notice").

The "Notice" clarified: From 2021 to 2023, the integration pilot policy will be continued in poverty alleviated counties.

From 2024 to 2025, the scope of implementation of the integrated pilot policy will be adjusted to the key counties designated by the central government for rural revitalization to ensure a smooth transition.

  During the "Thirteenth Five-Year Plan" period, the Ministry of Finance took the lead in promoting the pilot work of integrated agriculture-related funds in poverty-stricken counties. A total of 832 poverty-stricken counties across the country have integrated agricultural-related funds of more than RMB 1.5 trillion, which strengthened the ability of poverty-stricken counties to independently arrange funds to support the implementation of poverty alleviation projects. Ability provides strong support for concentrating resources to win the battle against poverty.

  During the poverty alleviation period, the integration pilot policy will remain generally stable, and the scope of funds included in the integration will remain unchanged in principle.

Among them, there are 16 major funds at the central level, involving the National Development and Reform Commission, the National Civil Affairs Commission, the Ministry of Finance, the Ministry of Ecology and Environment, the Ministry of Housing and Urban-Rural Development, the Ministry of Transport, the Ministry of Water Resources, the Ministry of Agriculture and Rural Affairs, the Ministry of Culture and Tourism, and the State There are 11 competent departments of the Forestry and Grassland Bureau and the National Rural Revitalization Bureau.

Local financial departments at all levels can clarify the scope of integrated funds at the same level based on actual conditions.

  In accordance with the changes in the situation and tasks after the complete poverty alleviation, the "Notice" mainly made provisions, adjustments and optimizations on the scope of integration pilots, the focus of funding arrangements, funding support requirements, funding project supervision, and organizational guarantees.

According to regulations, the 16 major funds included in the scope of integration will be used for agricultural production development and rural infrastructure projects, which will be opened up within the scope of integration funds and arranged for use in a coordinated manner.

Prioritize the development of supporting industries, develop and expand advantageous and characteristic industries in poverty alleviation areas, and clarify that poverty alleviation counties should prioritize integration of funds for industrial projects.

On the basis of maintaining overall stable investment, the central, provincial and municipal finances will continue to favor eligible poverty-stricken counties in accordance with policy requirements.

In principle, the overall increase of the central government’s agriculture-related funds used in 832 poverty alleviation counties into the scope of the integration pilot program shall not be less than the average increase of each fund, or ensure that all the capital counties that arranged poverty alleviation counties that year are not lower than other counties.
