A minister of Podemos and another of the PSOE negotiate who of them assumes the final control of the training funds, a game that exceeds 2,000 million annually and of high interest for the unions.

The Socialist Minister of Education, Isabel Celaá, has won a great assault on Labor, Yolanda Díaz, in the initial decree of ministerial departments, assuming unprecedented training skills, but the part of the control of subsidies remains to be resolved for what a negotiation begins, as confirmed by official spokespersons.

«There is no confrontation, but it is necessary to adjust what powers each Ministry assumes. It is not yet closed, ” says a Labor spokeswoman, who declines to specify what specific areas of training Diaz wants to retain. For its part, a spokeswoman for the Ministry of Education says that "some fringes are being outlined, because there is a time to adjust this transfer, and the structure of the ministries is not yet closed and details remain to be specified . "

What is already clear is what details article 8.1 of Royal Decree 2/2020, of January 12, which restructures the ministerial departments. " The proposal and execution of the Government's policy on education and professional training of the education system and for employment corresponds to the Ministry of Education and Vocational Training". Training for employment had never been transferred, which may include the powerful annual grant to courses managed so far by the Public Employment Service State (Sepe), dependent on Labor. "This decree is a goal of Education to Work," admits a government source, which highlights that there are many overlaps in the new ministerial structure and the struggle for powers in much of the Government. A symptom is how several ministers, including Diaz, have hurried to appoint already undersecretaries, who are the senior officials called to fight the powers. The Council of Ministers agreed yesterday, among others, the appointment of Gemma del Rey, who has developed part of his career in the Ministry of Justice, as a new undersecretary of Labor and Social Economy. It will be she who must close the negotiation.

It has already been confirmed that three competencies will pass to Celaá: the elaboration of the norms and reports on the National System of Professional Qualifications; the development and updating of professional certificates and evaluation tests and the incorporation of the network of national reference centers to the network of VET centers . In summary, they are the competences to develop and update professional qualifications. For this, Labor officials will be transferred.

Other educational sources explain that active employment policies maintain another type of training that is essential for employability but is not attached to the national catalog of qualifications, but is called "training specialties." It will not be known if this competence will happen to Education or not "until the process is closed".

Union sources consider it logical that the training funds remain in Work, while others of CEOE see advantages in the experience of Celaá, who is also knowledgeable about the advanced dual training system in the Basque Country.

"It is a question of unifying the two subsystems in a single FP system, that of Education and Employment, which for two decades had been trying to establish a relationship," explains the Education spokeswoman. "With the administrative unification of the competences in FP, there are no excuses to do it better, that is the challenge", other educational sources emphasize.
