Whose responsibility is it to help Martin and Daniel?

When I meet Martin's mom, I don't think that's true. I really believe she has misunderstood everything. Because this can't work anyway?

A guy who needs help with shopping, opening mail and paying bills - which has an intellectual disability - surely can't suddenly be sent to the Employment Service's customer service? Without any income to pay for food and rent for?

But it's true.

Martin first pays for food and rent with the inheritance of his grandmother and grandfather, money that would serve as a pension insurance. And after that, his good man seeks money from the social services every month. How was it like this?

Since then, I have been in contact with hundreds of other victims and their relatives. That tells similar stories. I met Daniel, who became depressed and had suicidal thoughts when his activity allowance was withdrawn.

The worry about not being able to plan the future can be tough for anyone. Daniel also has autism and needs a predictable life. Now he is referred to the social service for seeking money - month by month - and cannot plan ahead.

Supply support should be a temporary solution. For people who can take a regular job. For those who have a disability, there are other system benefits through the Social Insurance Office.

But 2017 something happened. Then the number of rejections rushed.

Between 2016 and 2018, the number of people who lost their activity allowance tripled when it was re-examined. Nothing in the legislation has changed. Nothing in the case law of the courts changed between these years.

Yet so many more rejections, just like Martin and Daniel.

And the Social Office's administrators say that some who are looking for welfare support can now neither talk on the phone nor send bills. "They shouldn't be here, they say."

So what is it?

The Social Insurance Agency's area manager says that they have "developed the investigations" so that they "have become more elaborate". And the specialist doctor Håkan says that he has noticed it. He now dedicates half of his working hours to writing on certificates that the Swedish Social Insurance Agency failed. And yet many of his patients get rejected - even those that, according to Håkan, are sunny cases.

Håkan often does not think that is true. Because it is patients with such great needs and disabilities. At first, neither did Social Security Minister Annika Strandhäll when she saw our last review in February. If you have a disability, you should not need to seek support, she stated

Since then, the government has given a total of three government assignments that deal with the activity compensation. And the Swedish Social Insurance Agency has been commissioned to ensure that no one falls between the chairs.

When I ask the Swedish Social Insurance Agency's area manager what the assignment entails, she says: "We will pilot persons who are rejected by the Employment Service, the care, the municipality's labor market department and welfare support."

A solution for Martin and Daniel not to end up between the chairs is thus, according to the Swedish Social Insurance Agency, to refer them to: Supply support.

Next year, IFS, the Swedish Social Insurance Inspectorate, will find out what happens to all those who have lost their activity allowance.

Today no one knows.
