The Organization of American States (OAS) confirmed on Wednesday that there were "malicious operations" in the elections of October 20 in Bolivia, which altered "the will expressed at the polls."

"The manipulations and irregularities indicated do not allow for certainty about the margin of victory of the candidate (Evo) Morales over the candidate (Carlos) Mesa," notes the final OAS report on the audit of the elections, which led to a serious crisis in that country with the resignation of the ruler and candidate Morales.
