Shams al-Din Kabbashi, that the delegation of «freedom and change» handed a list of candidates for the sovereign council, adding The dissolution of the Transitional Military Council will be announced shortly, while the Council has declared that it adheres to the Constitution and refrains from appointing the Chief Justice.

In detail, sources in the forces of «Freedom and Change» that the latter submitted its list of candidates for the military council, and that this is related to Aisha Musa and Hassan Sheikh Idris, and Mohammed al-Faki Suleiman and Siddique Tower and Mohammed Hassan coexistence.

The forces of freedom and change had requested 48 hours to complete the consultations, before the five representatives of the Sovereign Council were announced.

This step is a prelude to the issuance of a constitutional decree to dissolve the current military junta, and the formation of the sovereign council that will rule Sudan during the transitional period, which extends for about three years.

In the same context, Al-Kabbashi said in a press statement that the list of forces of freedom and change included the names of the five candidates for the membership of the Sovereignty Council, namely: the Sudanese Academy Dr. Aisha Mohammed Osman, university professor Siddig Tower, legal counselor Hassan Sheikh Idris, and journalist writer Mohammed al-Faki, And Muhammad Ta'ayushi.

Al-Kabbashi added that the constitutional decrees dissolving the military council and appointing the members of the sovereign council will be issued soon, provided that they take the oath before the head of the judiciary in case circumstances prevent the presence of all members.

The military council and the forces of freedom and change initialed, on Sunday before last, the document «Constitutional Declaration», after marathon meetings continued day and night, amid a festive atmosphere prevailed in the Sudanese street.

On Saturday, the two parties signed the transitional period documents, with international, Arab and regional guarantees, a new era for Sudan.

The military council was then signed by its deputy chairman, Lt. Gen. Mohamed Hamdan Daglo, and the representative of the Forces for Freedom and Change, Ahmed al-Rabie, in the presence of representatives of African and Arab groups and international organizations as witnesses to the signing of the transitional period documents.

The spokesman of the Military Council in Sudan, Lt. Gen. Shams al-Din al-Kabbashi, announced on Monday that the formation of the sovereign council was postponed for 48 hours at the request of the forces of freedom and change, so that it can reach a consensus among its components on its list of candidates for the council.

According to the agreement between the parties, the sovereign council will oversee a 39-month transitional phase, appoint the prime minister chosen by the forces of freedom and change, and approve cabinet members appointed by the prime minister.

State governors, after their appointment by the Prime Minister, appoint members of the Transitional Legislative Council, approve the formation of the High Judicial Council, and appoint the Attorney General and Supreme Court justices.

The Council has the power to abolish or drop sanctions, accredit Sudanese ambassadors abroad and accept accreditation of foreign ambassadors.

The Supreme Commander of the Armed Forces presides over the Council, which has the power to declare war at the request of the Government, sponsors issues of peace and dialogue with armed groups, and adopts treaties signed by the Government with the countries of the world.

In the same context, the Sudan Transitional Military Council refused to violate the articles of the constitutional document, where it declined to appoint the Chief Justice and the Attorney General, who were nominated by the forces of the Declaration of "freedom and change."

The Constitutional Document became effective from the moment of its final signature on Saturday between the Interim Military Council and the "Freedom and Change" in Sudan.

Informed sources said yesterday that a legal opinion prevented the Transitional Council from taking such a decision. The constitutional document grants the authority to appoint these two posts to the High Judicial Council and the Public Prosecution Club.

The forces of the Declaration of Freedom and Change nominated Judge Abdul Qader Mohammed Ahmed for the post of Chief Justice, and lawyer Mohammed al-Hafiz Mahmoud for the post of Attorney General, but the military council rejected them.

The list of candidates, which was also rejected by the junta, included Siham Osman Ahmed, Tariq Yusuf Dafallah, and Musab Omar Abdullah for the position of assistant attorney general.

Although the Transitional Military Council is dissolved only after the swearing-in of the oath by the Sovereign Council, it remains in place pursuant to Constitutional Decree No. 8 of 2019, provided that any decrees and decisions issued by it do not violate the provisions of the Constitutional Document.

Article (1) of the General Provisions of Chapter I of the Constitutional Document states: `` This Constitutional Document shall be called the Interim Period for 2019 and shall come into force from the date of its signature. ''

The head of the transitional military council, Abdul Fattah al-Burhan, was expected to formally appoint the head of the judiciary last Friday, with members of the sovereign council expected to take oath before him on Sunday, but that did not happen.
