The Central African Court of Auditors has submitted its report on the audit of the accounts and the management of the National Assembly for the period from 1 June 2016 to 30 September 2018. The procedure follows the referral to the President of the National Assembly , September 10, 2018. Abdou Karim Meckassoua, the president of the Chamber of Deputies who had seized the Court of Auditors, was dismissed on October 26 following. The very detailed report, of which RFI obtained a copy, reveals numerous dysfunctions.
"The period under scrutiny has been opaque," says the report of the Court of Auditors. An opacity linked in particular to the weakness of the Financial Regulations of the National Assembly as well as non-compliance with laws and regulations in the area of public finances.
The malfunctions are numerous: poor accounting, excessive and anarchic staff recruitment, non-compliance with procedures, discrepancy in accounts, miscalculations, etc.
In addition, the report covers a number of different issues, including Parliament's roof work, Assembly vehicles and campaign kits.
