The fourth wave of floods can cover the Khabarovsk Territory. New rains will bring typhoons Lekima and Kros with them. This was announced at the meeting of the working group of the government commission on the current flood situation in the region by the head of the Far Eastern Department for Hydrometeorology and Environmental Monitoring Vyacheslav Parshin.

“At present, the third flood wave is ongoing on Amur, Amur’s level is growing slightly until the end of the week, on this third flood wave it could be considered completed, but we are facing a fourth flood wave. This is due to the approach and influence of typhoons Lekima and Kros, ”he said.

According to him, Lekima, which caused a flood in China, will bring heavy rainfall to the basin of the Chinese tributary of the Amur River - the Sungari River - on August 14-15. The Kros, which is approaching from Japan, will be accompanied by even more intense rains on August 16-17. In general, up to 150 mm of rainfall can occur in the region during typhoons.

“Thus, in Khabarovsk the water level in Amur will continue to rise next week, and may reach 630-640 cm by approximately August 19-23, and in the most unfavorable scenario - 670-680 cm (with a dangerous value of 600 cm. - RT ), ”summed up Parshin.

At present, the water level in Amur near Khabarovsk is fixed at around 563 cm.

Advance preparation

According to the Ministry of Emergencies, a complex hydrological situation is observed on the Amur, Sungari, Ussuri, Bureya and small rivers of the region. Six residential buildings, 43 household plots, and about 1.5 thousand summer and land plots were flooded. In addition, the water reached one section of the inter-settlement highway.

The situation in Khabarovsk, Nanai district and Komsomolsk-on-Amur is monitored by the emergency teams. The forces of the territorial subsystem of the Khabarovsk Territory are working in enhanced mode. Thus, the total grouping is 5013 people and 1119 pieces of equipment.

“According to preliminary estimates, with new levels there is a possibility of flooding of 470 houses in 43 settlements of the region, 3778 dachas. In this regard, in Khabarovsk are now alerted to the forces and means to minimize the effects of the flood. Similar measures are being taken in other municipalities, as well as in Komsomolsk-on-Amur, where the river level can also rise to a critical mark of 680 cm, ”said Sergey Furgal, governor of the Khabarovsk Territory.

He noted that in Komsomolsk-on-Amur there is a risk of flooding the territory of the aircraft factory (KnAAZ). To protect KnAAZ and other critical important facilities, 16 sets of water filling dams and the Gidrobarrier airmobile complex with a total length of 1800 m were delivered to the city.

As emphasized in the Ministry of Emergencies, preparations for the flood in the region began in advance, and therefore the preventive measures taken should be sufficient at the time of the peak of bad weather.

“Ahead of the school year and elections, therefore, special control over the preparation of educational institutions,” explained the head of the Ministry of Emergencies, Yevgeny Zinichev.

Meanwhile, more than 60 people in Khabarovsk refuse to leave summer cottages flooded with floods, despite the recommendations of rescuers. We are talking about the islands of Dachny, Cable and Big Ussuri.

“Residents refuse to leave the sites for various reasons. For some, this is the only housing, for some, there are pets left to monitor, and some are guarding their own and neighboring areas, ”said Vitaly Darchiya, deputy head of the Russian Emergencies Ministry’s Emergencies Directorate for the Khabarovsk Territory.

According to him, people are sure that there will be no "big water" and ignore the opposing warnings of hydrologists. In this regard, the Ministry of Emergency Situations on duty daily on the islands. In particular, the situation is monitored by drones.

In emergency mode

Recall that in connection with the floods on the Amur River in the Khabarovsk Territory, an extremely situation mode is in effect. It is installed in Khabarovsk and Komsomolsk-on-Amur, as well as in 15 more districts, except for Ayano-May and Okhotsk.

Meanwhile, in general, the flood situation in the Far Eastern regions is gradually stabilizing, according to the Ministry of Emergencies. It was noted that the flood left several settlements and infrastructure facilities in the region. The department noted that more than a thousand people, 183 pieces of equipment, 40 boats and three aircraft took part in the elimination of the consequences.

The most severe flooding affected the Amur region. To support the affected citizens, the government allocated 600 million rubles. As stated by Deputy Minister of Labor and Social Protection of the Russian Federation Alexei Cherkasov, the situation in the Amur Region "has reached the federal level."
