In Typhoon No. 19 in October, the vehicle center in Nagano City was inundated, and the Hokuriku Shinkansen had a major impact such as the suspension of service in certain sections. It became disposal.

In response, the Ministry of Land, Infrastructure, Transport and Tourism surveyed 28 facilities nationwide, including the Shinkansen rolling stock bases of JR companies. As a result, it was found that there were 16 flood inundation areas.

For this reason, the Ministry of Land, Infrastructure, Transport and Tourism has a policy that requires JR companies to establish rules to evacuate vehicles to a safe place in advance if there is a risk of inundation due to weather conditions.

Specifically, in addition to the location and procedure for evacuation, it is assumed that the criteria for judging evacuation and the method for implementing planned suspension will be determined in advance. In addition, it is a policy that requires countermeasures against inundation of electrical facilities related to the operation of substations and bullet trains, and measures such as moving the facilities to higher places and surrounding them with boards that prevent water from entering are expected.

The Ministry of Land, Infrastructure, Transport and Tourism is also investigating inundation risks for JR conventional lines and private railways, and will consider whether to seek new measures based on the results.
