13 October 2019At about 10 pm at Palazzo Chigi, the majority summit on the maneuver with Prime Minister Giuseppe Conte and Economy Minister Roberto Gualtieri.

The summit aims to complete the framework of the maneuver. The focus is on cutting the tax wedge. In the afternoon there were a series of meetings in Via XX Settembre to define the details on the coverage. On the other hand, the Council of Ministers is scheduled for tomorrow evening and will have the Budget Planning Document on the table (the framework of the maneuver in which the grid of interventions with the effects of expenditure and revenue is indicated). Tuesday is the last day to transmit the Dpb to the European Commission and the Eurogroup. By October 20, instead, the Budget bill must be sent to the Chambers but the term is not mandatory.

HEADLIGHTS ON THE CUTTING OF THE TAX CUNEO
On Friday, the executive confirmed its willingness to allocate € 2.5 billion in the budget law to cut the tax wedge and € 5 billion for a three-year intervention, but the figure "is not adequate" according to the unions. Therefore technical work continues to define the coverage, the anti-evasion package is worth 7 billion but about half of the resources are still missing. Meanwhile, from Naples, Luigi Di Maio lists the priorities: "The first thing we want to do is that all tax corrections must be made to give our children a greener country".

MISSING RESOURCES
The appeal is missing 3.5 billion euros to get the accounts back. Of the 7 billion to be recovered under tax evasion, half should come from the measures contained in the tax decree, largely due to the tightening of credits and debts with the tax authorities. The rest is still to be found.

OTHER CASES IN THE FIELD
On the discussion table there would also be possible novelties for citizenship income, with fewer restrictions for foreigners and a tightening, instead, with regard to former terrorists and mobsters. There is the extension of the energy saving bonus, building renovations and green. Goodbye also to the superticket, as also confirmed today by Di Maio. There would also be an ongoing reflection on the escalation of prison sentences for evaders. Instead, the unification of Imu and Tasi should be reduced to a mere simplification. The tax decree linked to the maneuver could also include the web tax which should come into force in January and from which the government plans to collect 600 million a year in full operation. Confirmed the stop to the second phase of the flat tax for VAT, or the taxation with a rate of 20% for those with incomes between 65,000 and 100,000 euros, which would have taken place next year. While for the 15% flat tax already in effect for VAT games up to 65,000 euros, corrections could be made to avoid abuse.

Instead deny the changes on Quota 100 loudly, to lengthen the exit windows. "I read in the newspapers that someone would like to put a hand on Quota 100. I say it clear: no changes are on the agenda. We continue straight on our way without stopping," said the Minister of Labor, Nunzia Catalfo. Previously, the deputy group leader of the Chamber of Deputies, Luigi Marattin, said: "In the face of the fact that the resources for the 2020 budget law are not yet fully defined, Italia Viva proposes the total abolition of 100" . "Why? Because this is the most unjust policy of the last 25 years, because it spends huge resources on young workers. In his replacement we propose to make the Ape Social structural, so as to allow early retirement for those who have carried out heavy and strenuous work, and not for all ", adds Marattin.

WAIT FOR THE EU OPINION
By November 30th, the EU Commission will have to give a first opinion on the budget law of all the Member States, including the Italian one, to verify the compliance with the commitments made in terms of public finance constraints. "We believe that the philosophy of the maneuver was well understood, we have confidence in the dialogue with the European Commission," said Economy Minister Roberto Gualtieri, who met with Moscovici and Dombrovskis during the Ecofin. "The contacts - he assured - are positive, the Commission must wait to examine the maneuver, know the numbers of Nadef, we illustrated the contents and the logic that led us to identify 2.2% as a balance point to maintain the debt in downward trajectory and not to make a restrictive maneuver. This led us to identify a balance point of responsible expansion that allows us to use a certain flexibility. There is optimism and we will continue in our commitment ".
