The provisions of this resolution are applied in all parts of Dubai, including private development areas, and free zones, including the Dubai International Financial Center, and its provisions are applied to sports institutions or companies that are licensed in the emirate to engage in any sports activity, whether for commercial or non-commercial purposes, It includes, but is not limited to, the sports club, the sports company, the sports academy, the sports center and the fitness center, all concerned with social, cultural and sporting youth affairs, existing in the emirate at the time of its work, as well as those that are created after the implementation of its provisions, and the decision applies to the activities Aadih are organized in Dubai, with the exception of the provisions of this resolution any sporting activity is organized by government agencies and non-governmental actors for their employees.
Duties and powers of the Dubai Sports Council
The decision stipulated that the Dubai Sports Council should assume tasks and powers that include: supervising, financial and administrative supervision of sports clubs and organizing their work, and issuing permits to sports institutions and sporting events, including those specialized in the field of artificial intelligence, in accordance with the terms and procedures stipulated in this resolution and the decisions issued pursuant thereto, And issuing special approvals to license companies and institutions that wish to engage in any activity related to the manufacture, import or use of any sports equipment related to artificial intelligence, and authorizing the establishment of a branch of the sports establishment, according to the evil I and the procedures stipulated in this resolution and the decisions issued thereunder, as well as overseeing the formation of boards of sports clubs, and setting standards and controls for the work of sports institutions and organizers of sporting events.
The council is also concerned with registering sports coaches and technical cadres working in sports institutions in the register established in the council for this purpose, according to the conditions and procedures to be determined by a decision of the President of the Dubai Sports Council in this regard, as well as checking the commitment of sports institutions and sports events organizers to the provisions of this decision and the decisions issued Accordingly, investigating complaints against them, controlling violations committed by them, and imposing the sanctions and measures stipulated in this decision on those who violate them.
According to the decision, the Dubai Sports Council adopts the basic regulations, organizational, administrative and financial regulations for sports institutions, and the approval of the budgets of sports clubs, in accordance with the terms and procedures to be determined by a decision of the President of the Dubai Sports Council in this regard. The council is also concerned with setting the general framework for the governance of sports institutions, and organizing sporting events In the emirate, workshops, seminars, conferences, exhibitions and initiatives related to these activities, and the classification of academies, sports centers and fitness centers, in accordance with the criteria and controls approved by the President of the Council in this regard Matter.
The Dubai Sports Council also approves the system for classifying sporting events, inspection and control of employees of sports institutions, including trainers and technical cadres, and taking the necessary measures in their regard, setting the necessary mechanisms to measure and evaluate the performance of sports institutions, and publishing these results in the manner it deems appropriate, as well as issuing the necessary approvals To establish sports companies and academies affiliated with sports clubs, in accordance with the conditions and controls approved by the Council in this regard.
The Dubai Sports Council may, in order to carry out the tasks and powers entrusted to it, seek the assistance of experts, competencies and specialists from experts, consultants, companies, institutions and specialized local, regional and international expert houses.
Merging, annexing and dissolution of sports clubs
The decision stipulated that the Dubai Sports Council Chairman may, in accordance with the requirements of the public interest, issue the necessary decisions regarding merging more than one sports club within one sports club, join one or more sports clubs to another sports club, and dissolve any sports club, provided that the president of the council determines devolution of rights and obligations Sports clubs that are merged, annexed or dissolved, according to the decision issued by the merger, annexation or dissolution, and the General Secretariat of the Dubai Sports Council in coordination with the relevant government agencies in the emirate shall follow up the implementation of the merger, annexation or dissolution decision and the implications thereof.
According to the decision, Dubai Sports Council is responsible for governing the work of sports clubs, and classifying sports institutions and events in accordance with the regulations approved by the president of the council in this regard.
The obligations of sports institutions
The decision specified the obligations set forth on sports institutions, including: Not to engage in any sporting activity not mentioned in the permit before obtaining the prior approval of the Dubai Sports Council, and not to amend its articles of association except after obtaining the prior approval of the council for that, and to adopt its organizational, administrative and financial regulations from The Council, and to provide the General Secretariat of the Dubai Sports Council with periodic reports on the activities carried out by these institutions, in addition to a brief report on their financial accounts, as determined by the Dubai Sports Council in this regard.
The decision also obligated sports institutions to maintain public order, public morals, state values and traditions, not to offend religions, to interfere in politics or provoke sectarian, racial, or ethnic disputes, to adhere to the place designated for holding events, and to obtain the approval of the Sports Council regarding their sporting participation outside the state, and to establish A register for trainers and technical staff working for it, updating them periodically, and following up their registration in this record.
Sports institutions are also obligated, in accordance with the decision, to adopt a work system that complies with the technical specifications and standards of sports institutions, devices, tools and other facilities affiliated with them, according to what is approved by the Dubai Sports Council and the relevant government agencies in this regard, and not to use any coach or technician unrestricted in The register, not to use the headquarters of the sports establishment other than its intended purpose, not to establish or rent a new headquarters or to amend its current headquarters before obtaining the prior approval of the Sports Council, and to provide the Dubai Sports Council with all the data required by it, and to enable its employees Chtchin and authorized by him access to documents and documents and records and access to its facilities.
Sports institutions are also obligated to provide the necessary supplies of technical devices and equipment to carry out the activities authorized for them, and to provide health and safety and public safety requirements for the environment, in accordance with what is approved by the Dubai Sports Council and the relevant government agencies in this regard, as well as not to establish or contribute to any commercial institution or company. Names, logos and marks

Sanctions and administrative measures
According to the new decision, whoever commits any of the violations stipulated in the table attached to this decision shall be punished with the fine shown against each of them, and the value of the fine shall be doubled if the same violation is repeated within one year from the date of committing the previous violation, provided that the value of the fine does not increase if Multiplying it by one hundred and fifty thousand dirhams.

Outsource and delegation of powers
Dubai Sports Council may entrust any authority with the responsibility to perform any of the tasks and powers stipulated in this decision, pursuant to a contract concluded with it in this regard, according to which its duration, rights and obligations of the parties are determined, and the President of Dubai Sports Council may delegate any of the powers stipulated in this The decision shall be made for the Vice-President or Secretary-General of the Council, provided that this authorization is written and specific.
The decision stated that the Dubai Sports Council is not responsible for any obligations or damages that may be caused to others as a result of the practice of sports institutions and the organizers of sporting events for the activities authorized in Dubai, and all relevant government agencies in Dubai, when requested to do so, to cooperate and coordinate fully with the Dubai Council Athlete, and provide the necessary support for him to enable him to perform the powers assigned to him under this decision and the decisions issued pursuant thereto.
Dubai Sports Council grants permits to organize events
According to the new decision, any person is prohibited from organizing any sporting event in Dubai, unless after obtaining a permit to do so from the Dubai Sports Council, and this permit is issued in accordance with the provisions of this resolution and the decisions issued pursuant to it, and the person who owns a place or has the right to manage it is prohibited, Allow any person, including the sports establishment, to organize any sporting event in this place, unless that person has a permit from the Dubai Sports Council, and the licensing authority shall not license or renew the license of the sports establishment or sporting event, unless it is authorized to do so. The decision specified the conditions for issuing permits to sports institutions, permits for sports effectiveness, procedures and duration of permits, and mechanisms for waiving them.
Adjust the situation
According to the decision, sports institutions and sports event organizers must work for all employees in the Emirate of Dubai at the time of this decision, to adjust their conditions in accordance with its provisions immediately upon the expiration of the license or the permit issued to them, or within a maximum period of six months from the date of the implementation of this decision, whichever comes first.
The President of Dubai Sports Council shall issue the necessary decisions to implement the provisions of this resolution, with the exception of the decisions delegated to the Vice President or entrusted to the Secretary General of the Sports Council to issue them according to its provisions, and they shall be published in the Official Gazette of the Government of Dubai.
Any text in any other decision shall be canceled to the extent that it contradicts the provisions of this decision, and it shall be published in the Official Gazette, and it shall be enforced from the date of its publication.
The use of the name «Dubai» in sporting events

30 days grievance period
According to the decision, every interested party may file a grievance in writing with the Secretary-General of the Dubai Sports Council regarding the decisions, actions, penalties or measures taken against him in accordance with the provisions of this decision and the decisions issued pursuant thereto, within thirty days from the date of notification of the decision, action, penalty or grievance against him. In this grievance within thirty days from the date of its submission by a committee formed by the Secretary General of the Sports Council for this purpose, the decision issued on this grievance shall be final.

The decision specified the obligations of the sports event organizer, including: ensuring the safety of the participants in the sporting event, and attending the length of their stay, as approved by the Dubai Sports Council and relevant government agencies, including providing ambulance services, and not using any tools or materials that may pose a risk to Environment, health and safety of participants, attendance at the sporting event, and the use of the name "Dubai" and the logo and mark of the sporting event in accordance with the conditions approved by the Dubai Sports Council and the relevant government agencies in this regard.
