“The main result of the meeting of the Contact Group: representatives of Kiev refused to sign the Steinmeier formula, that is, they refused to agree on the procedure for legal and actual consolidation of the special status of Donbass,” Gryzlova quotes TASS.
According to him, it was this document that was agreed on September 11 by advisers to the leaders of the "Norman Four" countries and proposed to the Contact Group for signing.
“By doing so, Kiev also thwarted the decision to deploy forces in Petrovsky and Zolotoy, since security issues should be synchronized with political issues,” he added.
Earlier, Ukrainian Foreign Minister Vadim Pristayko said that he agreed to Steinmeier’s formula for granting Donbass a special status within the Ukrainian state.
According to him, an agreement on the formula was reached at the "meeting of advisers on September 2".
