According to him, it was this document that was agreed on September 11 by advisers to the leaders of the "Norman Four" countries and proposed to the Contact Group for signing.

“By doing so, Kiev also thwarted the decision to deploy forces in Petrovsky and Zolotoy, since security issues should be synchronized with political issues,” he added.

Earlier, Ukrainian Foreign Minister Vadim Pristayko said that he agreed to Steinmeier’s formula for granting Donbass a special status within the Ukrainian state.
