A bill was proposed to the State Duma proposing to establish a minimum salary level for public sector workers in the regions. The author of the initiative was the Parliament of the Republic of North Ossetia-Alania.

According to the document, the changes should affect medical workers, teachers, as well as employees of state and municipal institutions working in the field of culture.

According to the authors of the initiative, the salary for the given categories of workers should not be lower than twice the minimum wage adopted in their region.

Currently, the minimum wage (minimum wage) is 11280 rubles. Regions can independently increase this amount. In September, the government took the initiative to raise the minimum wage established by federal law to 12130 rubles.

“The monthly wage ... cannot be lower than twice the subsistence level for the able-bodied population established in the subject of Russia in which such an employee carries out labor activities,” the document says.

It is proposed to introduce a new order from January 1, 2020. The authors of the document believe that the funds that appeared due to the "improvement of the domestic economic situation, the growth of the economy and production sphere" can become a source of income for raising public sector salaries to the required level.

Commenting on the initiative of the Ossetian parliamentarians, the head of the social committee of the Federation Council Valery Ryazansky indicated that the proposal requires a serious calculation, since the budget for 2020 has already been approved.

He acknowledged that Ossetian lawmakers made a good proposal, but the question of financing the project remains open.

According to the head of the State Duma Committee on Labor and Social Policy, Yaroslav Nilov, the idea of ​​raising the salaries of state employees is worthy of support. At the same time, he also admitted that the financing mechanism is not clearly defined in the document.

Nilov pointed out that when developing such projects it is necessary to guarantee the financial implementation of the proposed measures.

In an interview with RT, economist, professor of the Russian Presidential Academy of National Economy and Public Administration under the President of Russia Vladislav Ginko warned parliamentarians against trying to convince society that everything can be done dramatically and quickly improve. In his opinion, it is necessary to talk about specific measures.

“I believe that the foundation for improving well-being is job creation. This should be emphasized. Yes, it’s not easy to do it, but it is possible to attract investments step by step ... More jobs, more competition for “working hands”, and only then will wages grow, ”the expert said.

May decrees

In turn, a leading expert at the Center for Political Technologies, economist Nikita Maslennikov suggested that the initiative of parliamentarians should be considered in the light of the May decrees of the President of Russia.

“The motives for this initiative are understandable. This is the execution of the May decrees, their implementation in terms of wages. Another thing is where the sources come from and where to find them? ”Said the expert in an interview with RT.

Recall that the May decrees refer to a series of instructions signed by Vladimir Putin in 2012. The head of state ordered to increase by 2018 the average salaries of teachers, social workers, primary and secondary medical personnel to 100% of the average salaries in the region. Up to 200% were supposed to increase the salaries of doctors, university professors and researchers.

From October 1, 2019, salary increases for those public sector employees who were not affected by the May decrees entered into force. The increase of 4.3% affected, in particular, nurses in kindergartens, human resources officers, lawyers and accountants of budgetary institutions, as well as social work specialists, social psychologists and maintenance staff, in particular, electricians and cleaners.

Later, the Minister of Finance of Russia Anton Siluanov said that in 2020 the growth of wages of public sector employees will amount to 5.4%.

He clarified that the budget is designed in such a way that “inflationary tax does not eat up wages,” pensions and savings.
