Egyptian legal and human rights sources reported the death of a new detainee inside the prison yesterday, Thursday, as a result of deliberate medical negligence, bringing the number of people who died in Egyptian prisons during February this year to five.

The human rights sources said that the deceased detainee was Muhammad Mustafa Ibrahim, famously known as Muhammad Al-Serafi, who died as a result of his deteriorating health condition, inside the police station of the tenth of Ramadan City in Sharkia Governorate, north of Cairo.

A member of the Detainees Defense Authority in the Governorate stated that Al-Serafi had died as a result of a severe deterioration in his health, in light of the intransigent intransigence of the authorities to release him or transfer him to the hospital, stressing that the Public Prosecution in the Sharqiyah Governorate rejected the requests of the Defense Authority to present him to a specialist doctor.

In his interview with Al-Jazeera Net, he indicated that Al-Sairafi was arrested in January of last year, and then released in July 2019, but he has been detained on another case since 2014, until the court acquitted him of the charges against him at the end of October / Last October, he remained imprisoned, did not leave, and was forcibly concealed. Then, on December 8, he appeared, pending a new record.

He explained that he appealed the precautionary detention decision due to the detainee's deteriorating health conditions, and last Wednesday's session to consider the appeal before the Third Chamber specified the crimes of Zagazig, which rejected the appeal and supported the decision to imprison him for 15 days pending the investigation, until he died hours later.

Egyptian human rights organizations have documented the death of 12 detainees since the beginning of this year, as a result of deliberate medical neglect, the continuation of the policy of denial of health care, and the worsening medical neglect of patients and the elderly.

Nine human rights organizations also called on the International Committee of the Red Cross to inspect prison conditions in Egypt and allow visits by United Nations experts, particularly the Special Rapporteur on the prevention of torture, expressing grave concern over the escalating number of deaths in Egyptian prisons since the beginning of this year.
