Will the Democratic Republic of Congo launch joint operations with its eastern neighbors? Documents signed by the Congolese chief of staff have been circulating since last week in Kinshasa, and suggest the organization of a future response against foreign and Congolese groups.

The operational plan is accompanied by a letter addressed to the Chief of Staff of Burundi. General Célestin Mbala invites his counterpart to a meeting to be held on October 24 and 25 in Goma. A first meeting was held on September 13th and 14th. The staffs of the DRC, Rwanda, Burundi and Uganda agreed to work together for the eradication of armed groups, both foreign and Congolese.

This document presents the composition of the future integrated staff. The Burundian, Rwandan and Ugandan armies could have delegates, Africom and Monusco, who already have observers in the Goma meetings, too.

The targets of this future integrated headquarters are located in both North and South Kivu. These are foreign armed groups, ADF, FDLR, Red Tabara, or Congolese like Nyatura and NDC Renové. Uganda, Rwanda and Burundi could also provide special forces. This news is already provoking a stir in the east of the country, as these armies occupied both Kivus or are regularly accused of incursions.

This document also states that Africom and Monusco could support its operations. A UN source remains accurate that on the side of Monusco, it could be difficult. A Western diplomat explains to him that certain countries lay down their conditions. " This is only a working document ," says one side of the Congolese staff.
