His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister, in his capacity as Ruler of Dubai, issued Decree No. 8 of 2020 regarding the determination of the competent authority in the Emirate of Dubai for the purposes of implementing Federal Law No. 14 of 2017 regarding the circulation of petroleum products .

The decree stipulated that the Supreme Energy Council is the concerned authority in the Emirate of Dubai to carry out all tasks and powers entrusted to the competent authority under Federal Law No. (14) of 2017 regarding the circulation of petroleum products and its executive regulations, and the decisions issued pursuant thereto, and in particular the issuance of permits for the circulation of petroleum products in The emirate of Dubai, specifying which petroleum materials may be traded, the activities associated with it, and the oversight and inspection of establishments authorized to trade.

According to the decree, the Supreme Council of Energy shall have the assistance of public or private bodies to assist it in carrying out the tasks and powers entrusted to it, according to an agreement according to which the rights and obligations of its parties are defined, provided that this decree is implemented from the date of its issuance, and published in the Official Gazette.
