The message comes after the United States requested him extradited a month and a half ago. By then, he had just been released on foot after being detained for over a year, waiting for the Supreme Court to consider whether he could be extradited to China.

There, he is suspected of having embezzled hundreds of millions of dollars in his role as an official in the Chinese state grain industry. On July 9, HD ruled that extradition to China is contrary to both the Extradition Act and the European Convention.

In the decision, the court argued that there was a real risk that the man would be "sentenced to death and subjected to torture or inhuman or degrading treatment or punishment" if he were extradited.
