“By amendments to the Criminal Executive Code of Russia it is proposed to extend the norm on keeping separately from other prisoners in places of deprivation of liberty to persons convicted of occupying a higher position in the criminal hierarchy (Article 210.1 of the Criminal Code),” the statement said.

The bill classifies the top position in the criminal hierarchy as a particularly serious category of crimes, since “the most dangerous crimes are committed by organized criminal communities (organizations) under the leadership of their leaders”.

According to the text of the document, cells of punitive isolators, cell-type rooms and single cell-type rooms can be used to keep such convicts.

It is noted that detention in these premises is not a punishment and is carried out “in the manner and on conditions of serving the type of punishment prescribed by the court”.

The initiative was sponsored by the head of the State Duma commission to investigate foreign interference in the internal affairs of Russia Vasily Piskaryov and his deputies Ernest Valeev and Alexander Khinshtein.

In April, Russian leader Vladimir Putin signed a law to tighten criminal responsibility for criminal authorities and organizers of criminal groups.
