His Highness also directed the formation of neighborhood councils in Dubai from retired citizens with experience, to manage neighborhood councils in Dubai, and to raise proposals regarding events and initiatives that contribute to improving the quality of life in their areas.

His Highness adopted a decision to exempt 422 citizens from defaulting on housing loans, and to exempt all citizens from mortgage fees.

His Highness directed a generous offer to citizens who build their homes for the first time, by exempting them from the electricity connection fees, in support of the stability of families, and to alleviate their financial burdens, provided that the value of the house does not exceed four million dirhams.

These decisions come in order to achieve the highest levels of stability and community welfare, and provide everything that would achieve the highest levels of satisfaction, happiness and improvement in the quality of life for citizens in all areas of service and development.
