Egyptian President Abdel Fattah al-Sisi said that the explosion that took place last night in Cairo's Qasr al-Aini area was a "cowardly terrorist".

The new novel contradicts the story revealed by the Egyptian Interior Ministry after the incident, in which it was announced that the explosion was caused by a speeding car that was moving quickly in a wrong direction.

On his Facebook and Twitter pages, Sisi expressed his condolences to the Egyptian people and to the families of the martyrs who were killed as a result of the cowardly terrorist incident and said his country was determined to "confront brutal terrorism and uproot it."

A statement by the Egyptian Interior Ministry said on Monday afternoon that one of the cars in the collision in front of the Oncology Institute contained a quantity of explosives.

The ministry was quick to accuse the "ruling movement" - which the authorities say belongs to the Muslim Brotherhood - was behind the preparation of the vehicle to carry out a terrorist operation.

She said the car was reported stolen months ago.

This coincided with the high toll of the incident to at least 20 people, as confirmed by the Egyptian Ministry of Health.

Health reported in a third statement that the number of victims of the incident rose to 19 deaths and 30 injured, including 3 to 4 critical cases, in addition to a bag of shrapnel.

The collision took place in front of the Oncology Institute of Cairo University, located in Manial area in downtown Cairo.

The statement added that the Egyptian Health Minister, Hala Zayed, "reassured the health of the injured, ranging from cutaneous wounds in different places, bruises and fractures, and burns to varying degrees."

He referred to "critical cases of intensive care".

The Interior Ministry said in a statement on Sunday night that "if a speeding motor vehicle accidentally reversed the direction of Corniche Nile Street in front of the Oncology Department of the Department of Sayeda Zeinab police, collided with the confrontation with three cars, which led to an explosion as a result of the collision."
