The 13-year-old boy murdered a 10-year-old girl in shock and anger.

China's state-run Global Times reported Wednesday that a revision of the law is being discussed in the voice of lowering criminal punishment age.

Police in Dalian, Liaoning province, said Monday the boy confessed to killing a neighbor's girl with a weapon.

Forensic testing found signs of sexual assault.

The girl was stabbed seven times in the chest and died of excessive bleeding.

The boy is not 14 years old and is not subject to criminal prosecution for any crime.

Police then arrested the boy for "education and reeducation."

The victim's parents went out to find the child after her daughter didn't return from art school in the afternoon.

The girl's body was found in a bush 100 meters away from home at 7 pm.

The boy was told to lure the girl to his house as an excuse for something.

Chinese Internet users were angry that the boy was not punished for murdering a 10-year-old girl.

Many demanded amends the law to lower the criminal liability age.

A user of social media Weibo said, "Dividing the age of criminal responsibility according to age is not scientific."

At the meeting of the Standing Committee of China's parliamentary National People's Congress (National People's Congress) on Thursday, the draft committee drafted a draft amendment to the Minor Protection Act.

Chung Gung Chung pointed out that the law "has overprotection, and minor murderers avoid sanctions."

Fuyuyang insisted that the criminal liability age should be reduced to 12 years.

"This is the opinion of many parents, not my own. This happens so much that everyone is worried," he said.

Some legal experts, however, say that rather than reacting responsibly to a shocking case, they should be calmly reviewed, and that criminal age reduction is not a good thing.

"The criminal law is made up of general social phenomena and should not be made lightly because of some extreme individual events," said Xinbyrin.

Xingying Hui, a professor of criminal law at Beijing Normal University, said in an interview with the nation that lowering the age of criminal liability would stop the minor social offender's normal socialization process, leading to higher crime rates.

He also stressed the need for minor criminal offenses linked to criminal law.

Meanwhile, in Sichuan's Runzhou County, a 15-year-old boy was arrested nine times in a classroom with bricks in a classroom, sparking a controversy over youth crime.

According to the online media Poopy, the student broke the rules, rode a bike in the school, scolded by the teacher, and did this.
