substantive examination of the arrest warrant for Kim Man-bae, the owner of Hwacheon Daeyu, a key figure in the suspicion of preferential treatment for Daejang-dong development, will be held at 10:30 am today at the Seoul Central District Court.

Earlier, the investigative team in charge of the Seoul Central District Prosecutors' Office applied for a prior arrest warrant for Kim on charges of bribery, breach of trust under the Aggravated Punishment Act for Specific Economic Crimes, and embezzlement.

Specifically, it is said that it is an accomplice to the crime of breach of trust that, together with the former head of the division, Yoo Dong-gyu and the former head of the division decided to remove the clause on the recovery of excess profits from private businesses, causing 110 billion won in damage to Seongnam City.

In return, he agreed to give 70 billion won, or 25 percent of the development profits, to former general manager Yoo, plus 5 billion won to Kwak Sang-do's son and 500 million won to former general manager Yoo, a bribe of 75.5 billion won in total. The prosecution is looking.

In addition, of the 47.3 billion won Kim borrowed from Hwacheon Daeyu, 5.5 billion won, whose use was not explained, was included in the embezzlement charge.

In response to the prosecution's judgment, Mr. Kim's lawyers are arguing that the prosecution did not properly guarantee Mr. Kim's right to defend.

Without showing the transcript of accountant Jeong Young-hak, the basis of the crime, he promised to listen to it next time and investigated, but the prosecution suddenly requested a warrant.

At the warrant review, the defense seems to emphasize that Mr. Kim's health is not good and there is no fear of escaping.

Whether or not to arrest Kim is expected to be decided late tonight at the earliest.
