Along with the rainy season, a meeting to determine the minimum wage for next year is also back. The Minimum Wage Committee usually sets the minimum wage for next year in mid-July each year. On June 29, the deadline for a court decision, the Minimum Wage Committee held a third meeting to continue the discussion. The legal deadline has been passed this year, but it is more important to determine the appropriate minimum wage. It's hard enough to make a consensus on the right level, but it's difficult.

● Minimum Wage Differentiation by Industry Type'Deny'… The same applies to the key

main issue of the meeting was the third power problems to apply different minimum wages by industry. In the past year, the meeting had been suspended several times because of the great differences of opinion between the management and the management. The employers' members insisted that it was time to introduce the application of the classification of minimum wages as the number of workplaces that could not meet the minimum wage increased and the Corona 19 encountered a difficult situation. On the other hand, the members of the workers' side objected that the application of divisions by industry caused conflict by industry and job security was undermined.

The situation between labor and management was tight, and the meeting that started at 3 pm ended in 2:30 hours, about 5:30 pm, relatively early. The results were rejected by 11 votes for differential application, 14 votes against, and 2 votes. The minimum wage will be applied to all workers the same next year. When we inferred that all nine and nine members of the labor and management committees each chose a favor and a class, two out of nine public interest members voted in favor and five voted in opposition. There are a total of 27 members, each of 9 members of public interest.)

● “More than 10,000 won” on the management side vs. “more than freezing” on the management side

The only thing left is the minimum wage level for next year. The committee members who agreed to the issue of division today decided to propose the first proposals from both sides and explain the grounds at the fourth meeting on July 1st. Considering that the first draft of last year came out on the 8th meeting on July 3, the time is almost the same, but the order of all meetings is much less. This year, due to the anti-corruption issues caused by Corona 19, the activities and meetings of the Minimum Wage Commission were also said to have failed to fully meet the scheduled schedule.

The minimum wage for this year, determined at this time last year, is 8,590 won. The salary is about 1795,000 won. The minimum wage, which surged more than 10% each year for the past two years immediately after the launch of the Moon Jae-in government, passed through with a slight increase of less than 3% last year. The workers are expected to present a considerable level of increase in the beginning as the rate of increase was low last year. The KCTU has proposed a proposal of 1,770 won, which is 25.4% higher than this year, and the KCTU is also known to have in mind plans to raise it to around 10,000 won.

However, last year, Corona 19, which was unimaginable, swallowed not only Korea but also the world economy this year. It is a situation where exports are drying up and the social crisis has put the service industry into a crisis. It is not easy to raise the minimum wage significantly, which leads to an increase in wages for all workers, because the problem of just maintaining employment is urgent. This is because the determination of the minimum wage is not only a matter of determining the standard of living for the most difficult workers, but also a matter of determining the life and death of small self-employed and small and medium-sized business owners with heavy wages. The user is in a position that it is difficult to freeze over, no matter how concessions.

● Discussion delayed by Corona 19… As for the remaining time

, there is a big difference between labor and management, but now the remaining time is about full. The Ministry of Employment and Labor asked the Commission to deliberate on the minimum wage for next year by March 31st, and under the Minimum Wages Act, the Commission must decide the final proposal and submit it to the Ministry of Employment and Labor within 90 days. However, on the 29th of June, the 90th, the next year's minimum wage could not be put on the table, not the agreement.

The deadline for deciding the minimum wage is not as well as the budget. Since there are no sanctions or penalties, there is only one time this deadline has been observed in the last 10 years. "I feel a great responsibility. I tried my best to keep the deadline, but there are some irresistible parts. Please understand," Park Joon-sik, the minimum wage chairman, said. Commissioner Kim Man-jae expressed his regret, saying, "I have had a lot of years in vain. I said it was 90 days, but I spent about 75 days insignificantly.

That doesn't mean you can't put off the minimum wage decision indefinitely. There is another statutory deadline. The Ministry of Employment and Labor's Minimum Wage Statutory Notice must be filed by August 5. Any administrative matters must be completed by mid-July to go through administrative procedures, such as requesting a review before the notice. As of August 5, the deadline should not be exceeded as the date of the nail is nailed. Last year, after an overnight meeting, an agreement was reached at dawn on July 12, and it was decided on the 14th in 2018, the 15th in the previous year, and the 16th in the previous year.

Perhaps there is no minimum wage at such a level that the management community can afford and that the quality of life for workers can be sufficiently improved. The minimum wage committee will go through a lot of debate and intense discussion about which scale to put more weight on.
