A 19-year-old man has been charged with blaming a boy under 19 for his crimes while on probation.

The Daejeon District Prosecutor's Office Detective Division 1 (Chief Prosecutor Hwang Woo-jin) announced on the 6th that they had arrested and indicted Mr. A (19), who charged an 18-year-old boy with the crime of special theft.

On October 23, last year, Mr. B (20) and Mr. B (20) stole a luxury wallet worth about 1.1 million won from an unlocked car in the underground parking lot of a certain apartment in Daejeon, and on December 12 of the same year, the same method He was accused of stealing 750,000 won in gift certificates.

At the time of the police investigation, they made false statements or refused to testify, taking advantage of the fact that under the Juvenile Act, boys under the age of 19 receive lighter punishment than adults.

In addition, B, not A, but C (18), whom he knew normally, was identified as an accomplice, and B and C were sent to the prosecution.

Then, as a result of the prosecution's supplementary investigation, it was revealed that if a recidivist who was on probation at the time was found, he would not be subject to the juvenile law and would be sentenced to a heavy sentence, so it was revealed that the fake criminal was presented as group C, which is expected to be punished relatively lightly.

A Prosecutor's Office official said, "Under the Juvenile Act, we have confirmed the circumstances in which boys under the age of 19 receive a lighter punishment than adults, and systematically and systematically destroy evidence." I will do my best,” he said.

Meanwhile, in Daejeon recently, 16 people, including two in their 20s, were arrested for robbing two gold and silver rooms with the help of law enforcement boys.

It turns out that they took advantage of the fact that the juvenile is not punished, so that the juniors they knew in the same neighborhood were involved in the crime.

When I caught it, it was another spur-of-the-moment boy...

Shall we lower the age of juveniles?

Recently, there has been an increasing number of crimes that involve mobilizing or disguising as criminals by mobilizing juveniles or teenagers with a weaker level of punishment.

According to the '2022 Judicial Yearbook' published by the Supreme Court on the 3rd, the number of juvenile crimes committed by persons under the age of 19 decreased compared to the previous year, but the number of cases of juveniles under protection (10 to 14 years of age) who received protection measures increased significantly. was counted.

As a result of the growing social atmosphere that the age of legal children should be lowered, the Ministry of Justice is reviewing measures to improve the system, such as lowering the age standard from 14 to under 12 by forming a TF for realizing the legal age standard for legal children. .

However, the National Human Rights Commission of Korea expressed its objection to this.

According to the Human Rights Commission on the 26th, it is the opinion that the age adjustment for juveniles by law is not effective in preventing juvenile crimes and is not desirable from the perspective of international human rights and the UN Convention on the Rights of the Child.

He added, "If the upper age limit for juveniles is lowered, there is a risk that children will learn criminal propensity or that society's negative stigma and discrimination against juvenile offenders will be expanded."・Education should come first,” he pointed out.
