　　In his youth, Huang Yi was an educated youth and a university teacher. After entering politics, he served as the deputy mayor of Ruili City, the deputy governor of Dehong Prefecture, the deputy director of the Provincial Department of Foreign Trade and Economic Cooperation, and the secretary of the Baoshan Municipal Party Committee.

In June 2005, he served as a member of the Party Group of the Yunnan Provincial Government and Secretary of the Party Group of the General Office of the Provincial Government.
