The draft law on the introduction of QR codes on some types of transport will be removed from consideration.

Chairman of the State Duma Viacheslav Volodin announced this on his Telegram channel.

According to him, this issue will be discussed on Monday, December 13, at the Council of the lower house of parliament.

“The decision to withdraw from consideration the bill on the introduction of QR codes in transport is the result of a dialogue between the State Duma and the government based on the views of the regions and citizens' appeals,” Volodin said.

We are talking about the draft law “On Amendments to Article 107 of the Air Code of the Russian Federation and the Federal Law“ Charter of Railway Transport of the Russian Federation ”.

It was introduced by the government to the lower house of parliament on November 12, along with another bill "On Amendments to the Federal Law" On the Sanitary and Epidemiological Welfare of the Population. "

It is assumed that their rules will be valid until June 1, 2022.

The documents say that QR codes will be needed when visiting cultural institutions, non-food shops and cafes.

They will also need to be presented on long-distance trains and for air travel - intercity and international. 

Citizens will need to present a QR code on vaccination, a certificate, including a medical withdrawal from vaccination.

At the same time, digital documents are not needed to visit grocery stores and pharmacies.

As pointed out by the director of the Gamaleya National Research Center for Epidemiology and Microbiology, Alexander Gintsburg, the initiative will have a positive effect on the level of vaccination against COVID-19, negatively on the incidence of coronavirus.

On December 9, Vladimir Putin, during a meeting of the Council for the Development of Civil Society and Human Rights, stated that the draft laws on QR codes are of a framework nature, therefore, before making a final decision, they must be carefully worked out in the regions.

“I assume that together with you, together with the professional community, we will find solutions that guarantee the rights of all citizens.

We will work on this in the most careful way and will try to prevent any rash decisions, ”said the head of state.

He also explained that before introducing QR codes in public transport, it is necessary to make sure that the entire system is ready for this.

“Before accepting, say, restrictions related to the use of vehicles, we must carefully look at what this will lead to, see if the transport system is ready in order not to restrict the rights of people, on the one hand, but to ensure safety and the health of the same citizens, ”Putin explained.
