It has been confirmed that the 4th deputy chief prosecutor Koh Hyung-gon, who will lead the special investigation of the Seoul Central District Prosecutors' Office, was disciplined for inquiring without permission the photos of the victim in the past sexual harassment prosecution case.

As there are cases in which personnel who have been disciplined like this are selected for important positions, criticism is also continuing.

This is the official gazette dated July 3, 2013.

I am Prosecutor Koh Hyeong-gon, who has been reprimanded, and the recently appointed 4th Deputy Chief Prosecutor of the Seoul Central District Prosecutors' Office.

The reason is that he searched for the case without permission in relation to the sexual harassment prosecution case in November 2012 and read the electronic investigation data sheet.

In this case, a former prosecutor dispatched to the Seoul Eastern District Prosecutors' Office had sex with a female suspect to provide convenience to the investigation.

Although the photo was not leaked, the deputy chief prosecutor was disciplined.

"I thought it was necessary for the job, but there were clearly errors," said Koh, deputy chief prosecutor.

Former Chief Prosecutor Yoon Jae-soon, who was previously appointed as the secretary of the Presidential Secretariat for General Affairs, was subjected to disciplinary sanctions twice for sexual assault while serving as a prosecutor. Some were taken and handed over to disciplinary proceedings.

[Jinah Cha/Professor, Graduate School of Law, Korea University: To appoint a person with a history of disciplinary action to such an important position, at least, especially in the early stages of the government, is not a very appropriate person, at least from the point of view of the public...

.]

It is being pointed out that it is not fair and common sense to select a person who is subject to controversy, such as a history of disciplinary action, and explain that it is a talent-oriented person.
