Liu Meiying, a member of the party group of the Beijing Municipal Bureau of Commerce and the full-time deputy director of the Beijing "Two Districts" Office, introduced that over the past year, Beijing has accelerated the implementation of 149 tasks in the overall plan for the pilot free trade zone approved by the State Council, and 142 of them have been implemented so far. The completion rate exceeds 95%; more than 110 authorizations such as construction permits for construction projects and safety production permits for construction enterprises have been delegated to the pilot free trade zone; the pilot free trade zone has contributed nearly 30% of the city's increase in foreign-funded enterprises with an area of ​​7‰ and 12% of the trade volume.

  The regulations propose that the pilot free trade zone includes a technological innovation area, an international business service area, and a high-end industry area.

The science and technology innovation area will focus on the development of new-generation information technology, biology and health, technology services and other industries, creating a digital economy pilot area, a global venture capital center, and a pilot demonstration area for technological system reform; the international business service area will focus on developing digital trade and cultural trade. , business exhibition, medical and health, international delivery logistics, cross-border finance and other industries, to create a leading demonstration area for airport economic innovation; It is a place for the transformation of scientific and technological achievements, an agglomeration area for strategic emerging industries and an agglomeration area for international high-end functional institutions.

  In terms of talent introduction, the regulations propose to establish and improve the system and mechanism for the development of talents in the Pilot Free Trade Zone, innovate the talent introduction policy, and support the market players, universities, and scientific research institutions in the Pilot Free Trade Zone to attract talents from all over the world, and provide high-level talents, innovation and entrepreneurship. Provide convenience for talents to purchase and rent housing, medical security, entry and exit, etc.; give regional management agencies the right to recommend district-level talents to settle down; and grant comprehensive bonded zone management agencies the right to apply for work and residence permits.

In addition, market players in the Pilot Free Trade Zone can expand the use of labor dispatch employees, and introduce temporary personnel for R&D positions through labor dispatch according to labor needs to enhance labor flexibility.

At the same time, a talent innovation and entrepreneurship service platform will be built to encourage all kinds of talents to find employment and start businesses in the Pilot Free Trade Zone.
