People's participation in the protection of the central axis takes many forms

Forge ahead in a new journey and welcome the top 20 pilots in China

  Editor's note

To promote the construction of a national cultural center, the central axis application is an important starting point.

The "Regulations on the Protection of Cultural Heritage on the Central Axis of Beijing" (referred to as the "Regulations") have been adopted by the 39th meeting of the Standing Committee of the 15th Beijing Municipal People's Congress on May 25, 2022, and will come into force today.

In this local regulation, a whole chapter is used to clarify the specific measures of "inheritance, utilization and public participation".

The ten-year application to the World Heritage List records the process of the whole society from cognition to understanding of the central axis, from publicity to "immersion"; this process also confirms the pace and progress of the construction of the national cultural center from one aspect.

On the day when the "Regulations" came into effect, a reporter from Beijing Youth Daily reviewed some cases of public participation in the protection of the central axis and the application for the World Heritage List, trying to demonstrate the profound mass foundation for the protection of the capital's old city.

The central axis application was included in the 2018 Chinese high school entrance examination questions; Beijing Swift was included in the 2022 college entrance examination questions; the first Beijing central axis cultural heritage inheritance and innovation competition reached a total of 35,433 works, and more than 5,000 contestants came from 18 provinces and municipalities across the country. , covering the four generations of "old, middle, young and small"... It has been 11 years since Beijing proposed the application of the central axis in 2011. Beijing has taken the application of the central axis as the starting point to drive the overall protection of the old city and obtain the "A win-win situation between cultural relics protection and cultural benefits".

  heritage vacated

Let the common people know the central axis

In the past five years, Beijing has successively completed the evacuation of the Taimiao Temple, the Sheji Temple, the Temple of Heaven, Jingshan, Huangshiyuan, and Hongenguan, repaired and opened the Jingshan Shouhuang Palace building complex, and integrated the view of the Royal Road in the southern section of the central axis.

Among them, the office buildings of municipal government agencies and units in the core areas of Taimiao and Xiannongtan were all vacated and demolished.

The vacancy and opening of many heritage sites have promoted the improvement of the public's overall awareness of the central axis.

On September 24, the Beijing Museum of Ancient Architecture held the 2022 Xiannongtan one-mu-three-point autumn harvest experience activity, inviting ten groups of families to go down to the fields to harvest crops. This autumn, the harvest is mainly millet (shǔ).

According to a reporter from Beiqing Daily, the "one mu and three points of land" in Xiannongtan has been evacuated and restored since 2018. Every year, the Beijing Museum of Ancient Architecture will hold farming cultural activities here, which has become a unique project of benefiting the people on the central axis.

In addition, the Jingshan Shouhuang Palace, which opened in 2020, has also deepened the tourists' understanding of the unique landscape of the "exquisite tree pond" on the central axis.

The first Beijing Cultural Forum held at the end of July this year also specially set up "points along the central axis". The guests came to the Bell and Drum Tower from Yongdingmen all the way to read the style of the central axis.

  Various special exhibitions

Let the people feel the central axis

In addition to the opening of heritage sites to the public, various exhibitions in the society also provide the common people with a unique path to the cognitive axis.

For example, from November 19 to December 20, 2020, the exhibition "Central Axis Present and Vision" co-hosted by Beijing Park Management Center and Beijing Youth Daily at Guande Hall in Jingshan Park will provide ordinary people with a new perspective. The cognitive axis opens a window.

This exhibition focuses on the "media focus on the central axis and looks back at the ten-year heritage application road", and sorts out the "central axis complex" with the connotation of "the emotional axis of the common people", "the traction axis of the protection of the old city" and the "development axis of the capital construction". .

The exhibition lasted for a month and received more than 30,000 visitors.

At the fourth meeting of the 15th Beijing Municipal People's Congress held in early 2021, the "Brightening History and Culture Gold" jointly organized by the Office of Urban Construction and Environmental Protection of the Standing Committee of the Beijing Municipal People's Congress, the Beijing Municipal Commission of Planning and Natural Resources, and the Beijing Youth Daily Business Card Beijing Famous City Protection Re-start "The Beijing Famous City Protection Regulations Exhibition was held at the Beijing Convention Center. In the "Human Habitat Picture Scroll" part of the exhibition, the Bell and Drum Tower in the morning light, the Forbidden City Corner Tower in the sunset, and the Yongding Gate in the night... The major landmarks were unveiled one after another, arousing widespread attention from the society.

On January 28 this year, the Office of the Beijing Historical and Cultural Cities Protection Committee and the Beijing Youth Daily also jointly released the "Top Ten Points of Interest in the Protection of Beijing's Historical and Cultural Cities in 2021". Entering the "fast lane": In 2021, Beijing's central axis application and protection work will be smoothly advanced, and the urban design guidelines for the management of the central axis will be issued, and the environmental remediation of the central axis will be fully promoted.

  digital empowerment

Immerse the public on the central axis

With the rapid development of Beijing's digital benchmark city construction, more and more scene applications have focused on the central axis in recent years.

The use of digital technology makes the public experience of the central axis more immersive.

In August this year, the Xicheng District Bureau of Culture and Tourism and Beijing Hetu launched the "Vientiane Central Axis" digital cultural experience project.

Citizens and tourists can download the special app, and under the guidance of the "water dragon" incarnated by the water animal in Wanningqiao Town, they can experience the new digital axis landscape that combines virtuality and reality, history and the present, and feel the "living" axis culture .

"This digital application not only brings a better presentation form to the central axis, but also greatly lowers the threshold of cultural understanding of the central axis, provides a more convenient platform for the public to understand the central axis, and will condense the application of the central axis more widely. social participation," said Jin Zhen, director of the Xicheng District Culture and Tourism Bureau.

In Dongcheng District, since August 26, the Drum Tower has launched the "Story of Time" exhibition. The new type of immersive digital exhibition has attracted many citizens to "try the early adopters".

A total of 10 collections, 48 auxiliary exhibits and installations, 6 digital videos and 12 interactive experience exhibition items are displayed in the exhibition, integrating knowledge, technology and interaction.

High school students photograph the sun, moon and stars of the central axis building

The "Regulations on the Protection of Cultural Heritage of Beijing's Central Axis" clearly states that any unit or individual has the responsibility and obligation to protect Beijing's central axis.

Beiqing Daily reporters found that through exhibitions, lectures, competitions and other activities, the public's understanding of the central axis has gradually deepened, and some people have actively participated in the dissemination of the central axis culture.

On June 11, the Beijing Municipal Bureau of Cultural Relics and the Beijing Central Axis Application and Protection Office launched the "Second Beijing Central Axis Cultural Heritage Inheritance and Innovation Competition". Five digital cultural and creative tracks.

Among them is a group of photographic works, with the theme of the central axis of the starry sky.

The "Regulations on the Protection of Cultural Heritage of Beijing's Central Axis" will come into force today

Beijing's central axis cultural heritage has been included in the "China's World Heritage Preliminary List" by the State Administration of Cultural Heritage. Strengthening legislative protection is a necessary part of applying for a world heritage.

To this end, the "Regulations on the Protection of Cultural Heritage on the Central Axis of Beijing" has been adopted by the 39th meeting of the Standing Committee of the 15th Beijing Municipal People's Congress on May 25, 2022, and will come into force on October 1, 2022.

The "Regulations" consists of five chapters and thirty-one articles, which are divided into general provisions, protection planning and protection measures, inheritance and utilization and public participation, legal responsibilities, and supplementary provisions.

In terms of legislative ideas, the first is to comply with the protection requirements of international conventions on the protection of world cultural heritage, and to ensure the authenticity and integrity of the cultural heritage of the central axis; The third is to focus on solving the key and difficult problems in the protection of cultural heritage along the central axis of Beijing.

How to define the central axis of Beijing?

Article 2 of the Regulations clarifies that the cultural heritage of the central axis of Beijing refers to the Beijing Drum Tower and Bell Tower at the north end and Yongding Gate at the south end, running through the old city of Beijing, with a total length of 7.8 kilometers. It is an urban historical building complex composed of roads, modern public buildings and public spaces.

The protection objects of Beijing's central axis are all-encompassing.

The "Regulations" specify that the buildings from north to south are: Beijing Drum Tower, Bell Tower, Di'anmen Outer Street, Wanning Bridge, Di'anmen Inner Street, Jingshan, Forbidden City, Taimiao, Sheji Temple, Tiananmen, Tiananmen Square building complex , Zhengyangmen, Qianmen Street, Tianqiao South Street, Temple of Heaven, Xiannong Temple, Yongdingmen Royal Road Remains, Yongdingmen, etc.

In addition, relying on the landscape viewing gallery formed by the landmark buildings on the central axis, the historical and cultural resources such as water cultural heritage, other immovable cultural relics, historical buildings, historical gardens, ancient and famous trees closely related to the central axis, related national etiquette traditions, Urban management traditions, construction techniques traditions, folk culture traditions, etc. are also listed as the protection objects of the central axis.

Article 6 of the "Regulations" specifies that the "municipal cultural relics department" is in charge of the overall protection of Beijing's central axis.

In addition, the Regulations set out a series of protection requirements and protection measures in line with international conventions, including the preparation of protection management plans, the division of heritage areas and buffer zones, and specific protection requirements for various protection objects. , archaeological exploration, engineering construction, evacuation and renovation, emergency protection and other aspects, stipulated a full range of protection measures.

  dialogue

  Preserve cultural relics in situ

  Easier to retain nostalgia

The 67-year-old Fan Laiyou grew up in Zhonglouwan Hutong at the foot of the Bell and Drum Tower. He grew up listening to the pigeon whistle and witnessed the changes of the central axis for more than half a century.

At the end of 2020, Fan Lao once appeared in the "Central Axis Present and Vision" exhibition held by this newspaper at the end of 2020 as "Old Beijing" living near the central axis.

Recently, a reporter from Beijing Youth Daily interviewed him again.

Beiqing Daily: What changes has the protection of Beijing’s central axis brought to your life?

Fan Laiyou: In recent years, we can see that the urban greening, roads and lighting are better than before.

Especially the Bell and Drum Tower in front of the house, the frequency of maintenance is higher than in the past, and it can be felt that the country is paying more and more attention to cultural relics.

In the latest "Story of Time" exhibition in the Drum Tower, you can learn about the past and present of the Bell and Drum Tower through the touch screen, which has never been experienced before.

I think this digital form is quite novel, and it makes people's understanding of the central axis more in-depth.

Beiqing Daily: Have you participated in the protection of the central axis?

Fan Laiyou: When a reporter from Beiqing Daily interviewed me last year, I introduced it. The Bell and Drum Tower was like a children's palace. Students read books, played Krono chess, and performed their own one-act plays.

After school, go to the teahouse outside the north gate of the Drum Tower, spend 2 cents on a large bowl of tea, listen to a storytelling session for 5 cents, and listen to the old people tell the story of the construction of Beijing city and the bell-casting empress. over centuries.

In recent years, in the process of protecting the Bell and Drum Towers, the state has solicited the opinions of local residents on the protection and utilization of the Drum Tower Hall. For me, such suggestions should be regarded as a form of public participation.

Beiqing Daily: What are your expectations for Beijing's central axis and the old city?

Fan Laiyou: My family is the third generation living next to the Bell and Drum Tower.

It is hoped that in the development process of Beijing, more aborigines and old neighborhoods will be left behind.

In addition, ordinary people like real things, and hope that more cultural relics can be protected at their original sites, so as to retain their nostalgia. For example, there is an old postbox on Yandai Xiejie, which is still standing by the roadside. If it is moved to a museum, a lot will be lost. Emotional memory.

All in all, I hope the old town can be quiet and more charming.
