She also launched an appeal "to HLM organizations so that they can start building again" and to local elected officials to issue building permits.

To facilitate access to housing, the Minister also indicated that the Visale guarantee system, which makes it possible to benefit from a guarantee guaranteed by the State, would be extended to "employees who earn less than 1,500 euros net".
