Chinanews, December 18th, a comprehensive report, on the 17th local time, the International Court of Arbitration for Sports (CAS) announced that it had determined that the Russian Anti-Doping Agency had violated the regulations and imposed a two-year series of penalties on the Russian Anti-Doping Center.

The ruling cuts the penalty period originally proposed by the World Anti-Doping Agency by half, but it will still prevent Russian athletes from representing the country and participating in a series of international events including the Tokyo Olympics.

According to the website of Russia Today, on the 17th, the International Sports Arbitration Tribunal made a ruling on the dispute between the World Anti-Doping Agency and the Russian Anti-Doping Agency.

The ruling stipulates that Russia will not be allowed to participate in major international sports events before December 16, 2022, including the 2021 Tokyo Olympics, the 2022 Beijing Winter Olympics and the 2022 World Cup in Qatar.

According to a report from the Russian Satellite Network, the ruling also stipulates that Russia cannot bid for any major sports events in the next two years.

Representatives of the Russian government are prohibited from attending the Olympic and Paralympic Games.

The Russian Anti-Doping Agency also needs to pay 1.27 million U.S. dollars to the World Anti-Doping Agency as compensation for the latter’s expenses for investigating the authenticity of Moscow laboratory data since January 2019.

If Russian athletes and teams can prove that they did not take doping or did not cover up the test results, they can still participate in neutral status.

However, Russia's national anthem, national flag and country name are not allowed to appear on the stadium.

Both parties to the lawsuit expressed their dissatisfaction with this ruling.

Russian Sports Minister Matchin said: "We regret the sanctions on our leaders, parliament and government members. We believe that Russia has made a great contribution to the development of international sports in recent years." The sanctions are not appropriate.

President of the Russian Olympic Committee Poznyakov said that the committee could not welcome the ruling and said the court did not fully refer to the arguments provided by Russia.

Poznyakov believes that the decision to ban Russian officials from attending the Olympic and Paralympic Games is intolerable.

It is worth noting that this restriction does not apply to IOC members or Russian officials invited by the head of state of the host country, nor does it apply to officials visiting as participating athletes.

The Executive Committee of the World Anti-Doping Agency decided on December 9, 2019 to prohibit Russian athletes from participating in major international events, including the Olympic and Paralympic Games, within the next four years.

Only "clean" Russian athletes are allowed to compete in a neutral status under certain conditions.

The Russian Anti-Doping Agency was also found to be inconsistent with the provisions of the World Anti-Doping Regulations.

The Russian authorities immediately decided to fight this.

President of the Russian Olympic Committee Poznyakov also expressed his firm belief that Russian athletes should participate in the 2020 Olympics, and the Russian Olympic Committee will make every effort to enable athletes to participate in the Tokyo Olympics with the Russian flag.
