At present, China Customs is actively promoting the full implementation of RCEP rules of origin and tariff reduction, and strives to complete the legal text and technical related work in the first half of the year.
The regional origin accumulation rule means that the value component of the origin of the product can be accumulated in the area composed of 15 member states, and the value component from any party of RCEP will be taken into consideration.
This means that a product that was not originally produced in a certain country may in the future be recognized as RCEP regional origin and enjoy preferential tariffs.
This is one of RCEP's most "gold content" regulations.
According to Jiang Feng, Director of the Customs Administration Department of the General Administration of Customs, China is currently introducing the "Measures for the Administration of Origin under RCEP", which will issue and issue certificates of origin for enjoyment of goods, transportation rules, import application procedures, and export origin certificates. The next step will involve detailed negotiations between some member states around the specific implementation. After these negotiations are basically completed, the formal implementation preparations can be completed.
While preparing for the system, China is also increasing its training efforts for enterprises.
The Ministry of Commerce recently held a RCEP online special training course. Relevant experts systematically explained the main contents of RCEP goods trade, rules of origin, customs procedures and trade facilitation, service trade, investment, rules, etc., and assisted local, industry intermediary organizations, Enterprises are fully familiar with the rules and strive to expand cooperation and development space in market competition.
Various localities are also taking active actions.
For example, the Tianjin Council for the Promotion of International Trade has launched tariff inquiries and consulting and guidance services for the markets of RCEP member countries to provide planning recommendations for foreign trade companies in advance.
