Judge Peng Baoqin said that he refused his bail application because he was not satisfied that he would not continue to engage in acts endangering national security.
Li Zhiying must continue to be remanded.
Li Zhiying, 73, was charged with fraud and colluding with foreign or foreign forces to endanger national security. He appeared in Hong Kong West Kowloon Magistracy on December 3 and 12, 2020. Both cases were adjourned for retrial. Li Zhiying Applications for bail were rejected.
On December 23, Li Zhiying applied to the High Court of the Special Administrative Region for bail and was approved.
The Attorney General refused to accept the decision and then applied to the Hong Kong Special Administrative Region Court of Final Appeal for leave to appeal and asked the court to remand Li Zhiying before issuing an appeal ruling.
The Court of Final Appeal ruled on December 31, 2020 to approve the application for leave to appeal Li Zhiying on bail granted by the Department of Justice, and Li Zhiying must be immediately remanded in custody pending trial.
On February 1, 2021, the Court of Final Appeal handled the appeal and made a ruling on the 9th to cancel the High Court’s bail decision on Li Zhiying, and Li Zhiying continued to be remanded in custody pending trial.
After that, Li Zhiying applied to the High Court for bail. The High Court opened a court session on the 18th and refused her bail.
It is also reported that Li Zhiying was arrested by the Hong Kong police on suspicion of "conspiring to collude with foreign countries or foreign forces to endanger national security" and "conspiring to assist criminals" in the "12 Hong Kong Fugitives Case".
