The department recalled that restrictions are in effect in Moscow and other subjects of Russia due to the spread of coronavirus, in connection with which the authorized authorities refused to hold rallies on January 23. 

The UK noted that in the context of a difficult epidemiological situation and current restrictions, holding mass events involving a large number of people creates a real threat of disease for them.

“Despite this, Navalny's supporters are posting publications on the Internet, social networks TikTok, VKontakte, Facebook, Twitter, Instagram, on the YouTube service, in which they urge minors to participate in unauthorized rallies on the territory of Moscow and in other cities of Russia on January 23, ”the Investigative Committee said.

Within the framework of the case, a set of investigative actions is being carried out aimed at identifying the persons who published appeals to minors for participation in illegal activities.

Earlier, Moscow Mayor Sergei Sobyanin said that he considered it unacceptable to hold an unauthorized rally on January 23 in the capital.
